Draft Minutes of Fossoway and District Community Council Meeting
1st March 2022, Moubray Hall Powmill
Attending: Community Cllrs Sarah Bruce-Jones, Trudy Duffy, Faiza Hansraj-Jackson, Nicola Marchant, Gillian Mudie and Graham Pye; Ass. Community Cllr Farquar; P&K Councillors Callum Purves.
Apologies: CCllr Angus Cheape; Cllrs Michael Barnacle, Willie Robertson and Richard Watters; PC Ashley Mitchinson.
Declarations of Interest: None.
Police report: There were no incidents to note in our area since the last CC Meeting from the Commander’s Reports received via Perth and Kinross Community Watch.
Minutes of the previous meeting: The minutes of the previous virtual meetings were reviewed and signed off.
Matters Arising
Community Development Trust: CCllrs Duffy and Marchant had a meeting with Cllr Barnacle and reported that the CC was not supportive of joining with Muckhart to form a joint CDT. Next step is to seek funds to do a community mail shot to determine interest in forming a CDT.
Fossoway Area Transport/DRT: Awaiting evaluation of 202 bus service. It is believed that the service has been regularly used hopefully will continue beyond the trial. There is still only one person driving for the DRT.
A977 Mitigation Measures: Cllr Purves has made an application to request speed measuring lines to the west of Crook of Devon and east of Drum, and this has been supported. CCllr Mudie has had input from Drum residents raising safety concern due to drivers going through red lights. CCllr Mudie will use a survey to gather views on desired mitigation actions. One idea has been the addition of flashing warning lights. CCllr Duffy will speak to PC Craig regarding regulations for a red-light camera for the traffic lights.
Crook Moss Travellers Site: CCllr Cheape reported (by email in his absence) that the Travellers Site is covered in litter including bottles, plastic and tin cans etc. CCllr Farquhar reported that a recent resident of the site has agreed that the site is covered with litter and dumping. It does appear that in recent days an attempt has been made to clean part of the site.
Speeding in Carnbo: MoP reported a recent incident of possible speeding resulting in a near miss. Storm Arwen has knocked out the solar panel linked to the speed camera. Cllr Purves agreed to report this to PKC. CCllr Duffy asked MoP if anyone in Carnbo is interested in joining the speedwatch group. Cllr Purves will raise speeding issues at next Kinross-shire committee meeting.
Community Speedwatch: CCllr Mudie is taking the lead on this and will organise primary school children to write letters about their worries of speeding which could be included in notifications to speeding motorists. Volunteers will have a basic police check. Funds need to be raised to purchase equipment. Training will be given to volunteers.
Devonshaw Whinstone Quarry: CCllr Marchant toured the Devonshaw Quarry with developers on 15th February. The PAN has been submitted and a virtual event to open the consultation on 3rd March can be accessed via https://www.devonshaw-leisure-park-consultation.com. MoP raised concern for potential impact on the SSSI site.
Rumbling Bridge Gorge Bridge: We are still awaiting quotes for the otter and tree surveys.
Crook & Drum Growing Together: Agreement to start a community apple orchard on land close to the Church.
Hedges from Rumbling Bridge to Muckhart: CCllr Duffy emailed Muckhart regarding the hedges requiring cutting but there has been no response.
Matters Arising with no update since last meeting:
Access to Cash in Kinross-shire, Blairingone War Memorial, Fossoway and District Community Council Benefit Fund, Kinross-shire Area Committee, Flooding in Drum: No information at present.
New Business:
Coulshill Forest Near Dunning: An application has been made which contains proposals for 641.21 hectares of afforestation, 13.95 hectares of forest road and 4.65 hectares of forest quarries. Public access provision will be enhanced through the establishment of a new car park and new forest.
Comments by 24thMarch – CCllr Marchant will provide a supportive comment regarding enhanced public access.
NP4 Consultation: The Scottish Government are encouraging communities to respond to the NP4 consultation which closes on 31st March. CCllr Marchant will develop and submit the CC response. Cllr Purves reported that PKC has started to consider LDP3. Local place plans can be produced by local communities.
Queen’s Jubilee: The CC has received several emails from organisations regarding plans, applications for road closures must be made to PKC. Cllr Purves reported that PKC are considering a funding pot for events.
Community Ditches: MoP reported several ditches are blocked leading to flooding on local roads. CCllr Marchant agreed to email Cllr Robertson
Asbestos – CCllr Hansraj-Jackson queried regulations re demolition of building with possible asbestos. All concerns should be raised with PKC Environmental Officer.
Community Council Business:
Meetings Attended: None
Minutes Secretary: The search for a volunteer continues, but with no candidates. In the interim the CC members will continue to undertake the task in rotation.
P&K Councillors’ Reports:
Callum Purves: Met with OneBank who are still awaiting more information from the treasury before any proposals can be developed. PKC agreed 2.5% council tax increase. Additional money for Kinross-shire committee, speeding mitigations road repairs. Local elections in May. Cllrs Barnacle and Purves are not standing for elections.

22/00105/IPL Erection of dwelling house at Land 50 metres west of Hallhill Farm, Carnbo. No CC Comment.
22/00205/FLL Alterations and extension to dwelling house at Quarrylea, 10 Gartwhinzean Loan, Powmill, Dollar FK14 7LU. No CC Comment
22/00191/FLL Change of use of stable to form ancillary accommodation unit at The Knowe, Rumbling Bridge, Kinross, KY13 0PT. No CC Comment.
Appeals:
21/00001/FLL S42 application to delete condition 6 (access upgrade) of permission 20/01319/FLL at Land 180 metres south‑west of Powmill Cottage, Rumbling Bridge. At the 14th September LRB meeting the application was deferred pending a view from the legal team.
21/00947/FLL Four Glamping pods at Coup Farm, Powmill. The December LRB upheld the appeal.
Decided Applications:
21/020309/FLL Erection of three agricultural buildings and stables, formation of access track and associated works at Land 360 metres south‑west of Craigton House, Rumbling Bridge. The application was refused as contrary to the Development Plan, the CC had made a neutral comment.
21/01467/FLL Erection of replacement school, formation of multi-use games area, external play areas, vehicular accesses, parking areas, landscaping and associated works at Seamab School, Rumbling Bridge, Kinross KY13 0PT. The application was accepted, the CC had made a neutral comment.
Enforcement Issues:
20/00809/FLL Craigton Farm Lane – CCllr Marchant has asked David Rennie for an update.
20/00972/FLL Erection of two dwelling houses and garages at Land 100 metres south‑west of Easter Muirhead Blairingone (enforcement ref: 21/00236/PLACON) - The agent has been in contact with Transport Planning regarding the widening of the road. CCllr Pye has asked David Rennie for an update
