Draft Minutes for Fossoway and District Community Council (FDCC) meeting

Tuesday 4 April 2023, Crook of Devon Village Hall

Attending: Community Councillors (CCllrs) Sarah Bruce-Jones, Angus Cheape Trudy Duffy, Nicola Marchant, Ass CCllrs Carol Farquhar Perth & Kinross (P&K) Councillors; 7 members of the public (MoP).

Apologies: Faiza Hansraj-Jackson Graham Pye, Cllr Dave Cuthbert, Neil Freshwater, Richard Watters and William Robertson,

Police report

  • The police sent apologies for not being able to attend the meeting in person and sent a list of local incidents of note from the previous 4 weeks. These included incidents of sheep worrying in Crook of Devon. A person has been charged and reported to the Procurator Fiscal.
  • 35 calls to police from our district and a crime reported which was sheep worrying on the Drum road. Sheep worrying is an increasing problem as seen on the news today regarding a devastating loss of lambs at a local farm.
  • MoP noted that a quad bike was stolen from a local farm in the past week.
  • Updates on police activities can be found on Twitter by searching “#KinrossCPT” or by following “@PerthKinPolice”.

Minutes of the previous meeting: The minutes of the previous meeting were reviewed and signed off.

Matters Arising

  • Road Safety in FDCC Area (Including A977 Mitigation and Carnbo) (No updates at present)
  • Cut-Out Cops no interest. MoP from Powmill suggested that he is prepared to buy one and put it up in Powmill. MoP will provide us their email so that we can move this forward.
  • Community Speedwatch We are still sitting at three or four volunteers. This is the same in all of the other Kinross-shire CCs. Propose one last article in the newsletter and then if still no movement we will have to refuse the CIF grant.
  • Wind Farms The Scottish Gov response to the Brunt Hill wind farm scoping opinion has been published.

Scottish Water

Note that they have infrastructure in the location and will require robust impact assessment and mitigation

Edinburgh Airport

This proposal has been examined from an aerodrome safeguarding perspective and conflicts with safeguarding criteria. We therefore object to the development on the following grounds: Instrument Flight Procedure (IFP) Assessment required.

Met Office

We refer to your emails of 2nd & 5th December 2022 seeking Met Office comments on the above scoping report and supporting information given that the proposal is within the consultation zone for the Met Office weather radar at Munduff Hill. I am therefore writing to confirm that Met Office have concerns about the proposal. As a consequence, we may object to a planning application for the development in its current form.

NATS

The proposed development has been examined by technical and operational safeguarding teams. A technical impact is anticipated, this has been deemed to be unacceptable.

  • Community Development Trust Update meeting 19 April 19.30 Church Hall
  • Blue Bin Recycling – bins were checked last week and there were several red notes issued and bins not lifted. If we don’t recycle properly PKC will have a significant fine.

MoP raised a concern on how they deal with the large shared blue bins.

New Business

  • Local Place plans We will be holding a series of events to make local place plans. Together with the NF4 (National Framework 4, Scotland-wide planning framework) they will form the basis for LDP3 (Local Development Plan 3). It is very important that people engage with this – to have a say in how the future of our villages should look. Event in every village and the Council have provided us with a good toolkit, encompassing every aspect of life in our environment. We will also be doing a session with the Local Primary School.

Each meeting is 3 hrs and will be on either Saturday or Sunday afternoons, and a virtual meeting with the CDT. First meeting will be led by PKC and subsequent meetings by Nicola or Trudy and a PKC member. Timeline: information gathering till July, will be collated by FDCC, next phase is Finding solutions (September – October) which will lead into Local Place Plan.

  • Biodiversity village and the old village pump. Through Crook and Drum Growing Together we in Crook of Devon have received the invitation to become a biodiversity village. This can be as small or large a project as we want and have volunteers for. We already do a lot of the things that are part of being a biodiversity village: planting pollinator friendly plants, making Beds for Bees, the community orchard. Things we could do: Green Graveyard/ inventory of species etc.

Old village pump has been restored (not to working order) and will be placed in the Green by Crook and Drum Growing Together.

  • Crook Moss Travellers New Site Standards guidelines have been issued by PKC. Ass CCllr Farquhar visited the site and reported that the site is reasonably tidy. Initially residents were wary when Ass CCllr Farquhar tried to engage with them but they then became more open and we hope we can engage further with them in a constructive way.
  • Community Service request: Cllr Robertson has requested the help of the Community Payback Team to tidy up the Aldie Road Path. Crook and Drum Growing Together has also put in a request for planting bulbs along the path behind Waulkmill Park.
  • Future of Community Benefit Fund. During a grant-meeting yesterday the panel members agreed that we would investigate a closer cooperation with the CDT. The CC support this.

PKC

Rumbling Bridge Management Plan Public Consultation

Rumbling Bridge Gorge is an attractive woodland site. The River Devon falls steeply through the gorge at this point and there are fine views of the Devil’s Mill and the Rumbling Bridge itself. A riverside path leads on upstream to the Crook of Devon and there are a number of other paths to explore nearby. The Rumbling Bridge Management Plan is a new plan and will guide Community Greenspace’s management of the area from 2023 until 2028. https://consult.pkc.gov.uk/communities/rumbling-bridge-public-consultation/ - Closes 24th April 2023

Scottish Government

Review of National Outcomes

The Scottish Government are undertaking a review of the National Outcomes. This is a requirement within every five years, under the Community Empowerment Act (2015). The National Outcomes are laid out in the National Performance Framework. This is Scotland’s wellbeing framework, which sets out the type of Scotland we want to see, and measures progress towards the National Outcomes. Find out more about the National Outcomes. The Scottish Government must consult with communities as part of this review, to ensure the National Outcomes reflect what matters most to communities in Scotland.

Closes 5th June 2023 – Nicola to prepare FDCC response for discussion at May 2023 FDCC meeting.

Community Council Business

Meetings attended:

  • Nicola and Trudy attended a meeting with Robert Wills (PKC) 27 March where plans for Big Place Conversation were discussed and next steps agreed.
  • Nicola attended a Zoom Meeting of Windfarm Shared Ownership Options for Communities 23rd March 2023

Shared ownership is an ambition of Scottish Government as defined in their policy statement released in Dec 2022. Shared ownership is different from and in addition to the Community Benefit Fund which provides communities with funds of £5k/MW/yr for the lifetime of the Windfarm. Discussed 3 models of shared ownership

  • Split ownership – community purchases ie 1 turbine. This is an outdated model and rarely used
  • Joint venture – purchase shares in the Company. Scheme is FCA regulated
  • Shared revenue – purchase part of a revenue stream, less well defined
  • Sarah attended an evaluation session with the consultants who were preparing a view on the benefits of the Kinross-shire Committee.

AOCB

Alessia Palmieri has won the Scottish tennis development coach of the year awarded by the SCLTA.

People of pensionable age are entitled to £500 winter heating allowance. However, if you are not yet receiving state benefits, you need to apply directly to the DWP for this. If you are in the system it will be paid out automatically. People who use LPG should have received £200 credit into their electricity account.

Devonshaw Quarry

The owners have agreed to come up and tidy the site but noted that it is an ongoing battle until development is started. They are currently preparing the planning application.
