Draft Minutes of Fossoway & District Community Council EGM Meeting

Tuesday 9th July 2024 – 7.00pm, Elizabeth Wilkie Hall, Crook of Devon

Attending: Community Councillors (CCllrs) Sarah Bruce-Jones, Tony Lamb, and Nicola Marchant (Chair); Assoc CCllr Carol Farquhar; Perth & Kinross Councillor Richard Watters; 24 members of the public (MoP) (18 from Fossoway District and 6 outside of Fossoway District).

CCllr Marchant thanked everyone for coming to this EGM which has been called to consult and agree response to the Brunt Hill wind farm planning application. Special thanks to the CC who have reviewed application along with Cameron Brown and Kaye Williamson.

The CC has an agreed extension to the deadline for comments to the 26th of July 2024.

The CC have received copies of 22 objections sent via email; 14 from Fossoway District, 3 outside of Fossoway District and 5 location unknown.

CCllr Marchant pointed out that the CC is apolitical and asked everyone to respect this.

Cllr Marchant detailed the process that the CC had used to draft our response, which was:-

  • Information from the Fossoway and District Wind Farm survey that was delivered to all 959 households in November 2023. The report was shared with the community in January 2024 and is published on our website

  • Reports from the Big Place Conversations that took place in Powmill, Carnbo, Crook of Devon Village Halls in Summer 2023
  • Guidance from Planning Aid Scotland on what are considered meaningful objections

As a result of analysis of all these factors the FDCC intends to object to the application

  • We have only included comments where we have an evidence base to support the statements
  • We have focussed on the following areas for basing our objection: -

    • Objection – Landscape - Contravenes Scottish Government Onshore wind turbines planning advice 28th May 2014 (PAN), NPF4 Policy 11 e) ii & xiii. and PKC Policy 33 (a)
    • Objection – Inadequate mitigation

      • Traffic and Noise
      • Wildlife and Environment
      • Safeguarding Local Cultural Heritage
      • No Assessment on Impact to Local Businesses

MoPs were then given time to read the proposed response after which there was an in-depth discussion of the presented paper. A series of amendments were agreed with the MoPs who supported the objection to the Brunt Hill wind farm planning application. The CC agreed to revise the paper and submit it to the ECU on behalf of Fossoway District.
