Draft Minutes of Fossoway & District Community Council Meeting
Tuesday 3rd June 2025 -- 7.30pm, Moubray Village Hall, Powmill
Attending: Community Councillors (CCllrs) Sarah Bruce-Jones, Angus Cheape, Tony Lamb, Nicola Marchant (Chair) and Kaye Williamson; PKC Cllrs Dave Cuthbert and Richard Watters; 8 members of the public (MoP).

1. Community Police Report:
From 6th May 2025 (last report) there have been approximately 13 calls to Police from the Fossoway area and one crime recorded on Police systems. On the 10th May a vehicle failed to stop at the red lights on the A977 in Drum and collided with another vehicle. This has been reported to the Procurator Fiscal. Since the last report, road traffic officers have been carrying out speed checks on the M90 notably at junction 5. In this period, two tickets were given for speeding and MOT offences. two reports were made to the Procurator Fiscal for speeding offences and drink driving. This included a driver driving at over 90 miles an hour on the M90. Residents of Rumbling Bridge raised the issue of an incident at Seamab School on 29th May at which police attended. The CC will seek information from Community Police.
2. Approval of minutes of the last meeting:
The Minutes of the 6th May meeting were approved and signed off.
3. Progress and Matters Arising:
Windfarms
Brunthill have advised the ECU that additional information relating to their application will be available in June 2025 and will require a further 30 days public consultation. The CC will review the information and propose to hold an EGM which will be advertised on our Facebook page.
Local Place Plan (LPP) Update
The CC have been advised that our LPP complies with the requirements for a valid Local Place Plan and PKC will proceed to register it as soon as they can. This will happen in the next couple of days. We will put a link to the registered LPP on the CC Facebook page once it has been accepted.
Community Development Trust (CDT)
The Trust is meeting on the 5thJune when members will vote on the next stage of the former Blairingone Primary School CAT.
Road Safety in FDCC area including A977 mitigation measures
The Kinross-shire Committee meeting held on 15th May discussed road safety. It was reported by Daryl McKeown that the A977 carries a higher than national average HGV traffic load, and he promised to share traffic survey data with the CC. He also agreed to include a traffic survey on the A91. A spreadsheet of road safety works is currently being reviewed and recalibrated and priorities will be agreed with the relevant ward Cllrs. It was noted that the police only provide PKC with data where RTCs have resulted in an injury which means that the total number of RTCs is not recorded. It was agreed that PKC road safety will produce a proforma to enable CCs and residents to capture local RTCs.
[Review of proposed 20mph zones and other speed limit changes in Fossoway]{.underline}
There was an extensive discussion on proposed speed limit changes in Fossoway District, and it was agreed that CCllrs Bruce-Jones would return the amended maps to PKC.
Agreed amendments were as follows:
Blairingone (05/05/25 Map) Agree with proposed 20mph speed limit, maintaining the current 30mph and the introduction of a 40mph buffer. Powmill (31/05/24 Map) Agree with proposed 20mph, disagree with changing directly from 60mph to 20mph at the East of Powmill, instead propose 40mph between Crook of Devon and Powmill. Also, to the west of Powmill propose changing the 40mph to a 30mph and then increase to 40mph to Blairingone. Request a 40mph buffer on the A823 (Knockhill Road) to the south of Powmill. It was proposed that the Aldie Road be reduced to 30mph Rumbling Bridge (04/06/24 Map) Propose the A823 through all parts of the settlement be a 20mph limit. Crook of Devon (13/02/25 Map) and Drum (13/02/25 Map) Agree with the proposed 20mph, however we recommend that this is extended to the west on the A977 to the Harelaw farm junction to allow safe crossing to the Millenium/River Devon walk. Then a 40mph to extend from the west of Crook of Devon Harelaw farm access to Powmill. The 20mph speed limit through Crook of Devon to extend to village boundary. The existing 30mph to be extended to the east of Crook of Devon and Drum to extend to the national speed limit. In Drum propose to extend the current 30mph limit on B9097 to the Drum Road i.e., change existing 40mph to 30mph. Carnbo CCllrs expressed their extreme dissatisfaction with the proposal to leave Carnbo unchanged. Given the fact that residences are on both sides of the A91, which is one of the criteria for introduction of 20mph, and that this is a major trunk road. We request that as a minimum the 30mph is reduced to 20mph with buffers to East (beyond the village hall) and to West (beyond the Gelvan Road) of 30mph.
Cleaning of Gulleys
There is a history of issues regarding road gulley problems around Fossoway and this has often been discussed at the community council. Cllr Robertson has been pressing for more frequent clearing of gulleys in areas likely to flood in periods of heavy rain.
To try and assist communities to see what the situation is with road drains in their area, the Council have produced an online map: https://www.pkc.gov.uk/article/24487/Map-of-gully-maintenance-schedule This link can also be used to report broken/blocked drains and also to see when any particular drain is likely to be emptied. Cllr Robertson would welcome your comments.
Cllr Watters reported that verge cutting will be carried out twice this year following experience of rapid growth last year. CC encourages residents to use this tool. CCllr Lamb noted that verge cutting had left sharp broken cans on footpaths and verges. It was agreed that the CC would contact the Community Payback Team to get Fossoway on the team's rota to clean litter.
Corb Bridge Culvert (on the B934 in Dunning Glen) The CC has received the following update of future works at Corb Bridge Culvert, Dunning on the B934 in Dunning Glen. The works are currently programmed to commence on Monday 2nd June 2025 and are anticipated to take up to nine weeks to complete.
U223 Powmill (FK14 7NS) In order to permit BT Works** **on this road it will be closed between the A977 junction and the entrance to Pitfar Lodge from the 30th June 2025 for five days.
Arndean Road (U216) Powmill (FK14 7NH) In order to permit BT Ducting Works** **on this road it will be closed between the A977 junction and the entrance to Skythorn from 14th July 2025 for three days.
Fossoway area transport
The success of the 23 Bus continues and Glenfarg have just appointed another driver. Glenfarg are proposing to run a trial of a digital DRT two‑hourly service Monday, Wednesday and Friday that will pick up at Carnbo and Muckhart. This will be a bookable service and is subject to Traffic Commissioner approval. Fossoway district now have two qualified volunteer drivers and a further two in training. The CDT hopes to hear the outcome of their application for a minibus shortly.

Associate CCllr Farquhar reported that whilst she was travelling on the 23 Bus through the loop road at Rumbling Bridge, with little warning a teenage girl stepped out with what appeared to be a bucket of compost or soil and threw it at the side of the bus. This was accompanied by some loud and obscene language. The driver was going slowly and stopped after a few minutes to check the bus. Glenfarg are not taking this any further.
Cllr Watters reported that in support of Clean Air Day (19th June) residents will have free bus travel in the PKC area.
Seamab School Construction Work
Following last month's meeting the CC wrote to various departments in PKC and our ward Cllrs raising concerns regarding asbestos on the site. We would like to thank Cllr Cuthbert for his prompt help in raising the concern with the relevant departments in PKC.
The CC has received the following email from Mark Dunlop on 22nd May: "Further to previous correspondence, I have been advised that the demolition spoil was tested, and very small fragments of asbestos were found. The site team, led by James Latto, contacted HSE yesterday and have agreed that the whole spoil will be removed under licence to a suitable facility. James Latto is dealing with HSE and will also update the council's Environmental Health team (Martin Smith (MBSmith@pkc.gov.uk), Service Manager responsible for environmental health at PKC housing and communities)"
A MoP felt aggrieved with the manner in which they had been treated by PKC and felt that their concerns were deliberately down played. Several local residents raised concerns regarding exposure to asbestos and how this was being managed by PKC and HSE. The CC advised residents that they should make formal complaints to PKC, HSE and SEPA in relation to the handling of this issue.
Fossoway Community Benefit Hydro Fund
The Fund now has three new trustees. Three applications were recently reviewed and all have received funds. They were from Moubray Hall, Crook Hall and Penneys Wood. Trudy and Jim are now in the process of handing over the management of the Fund.
Rubbish at Gartwhinzean Hotel
Cllr Cuthbert has advised that PKC street sweeping team attend this site weekly to tidy it and remove any waste that may have been fly tipped. PKC have had some success lately with information from residents which has led to some fixed penalty notices being issued for people who have dumped rubbish in the area. Unfortunately, there are no other suitable areas in Powmill for a recycling point; however even the more open sites get some fly tipping (Crook of Devon recycling point for example.) It really helps if residents can report any instances and if they witness someone dumping waste then a description and vehicle registration number helps PKC to be able to issue a fixed penalty notice.
Community Noticeboards
The Fossoway Community Development Trust is in the process of applying for funds to replace noticeboards in Blairingone, Rumbling Bridge, Crook of Devon and to install a new noticeboard outside Carnbo Village Hall. The noticeboards will be larger versions of the new one outside Moubray Hall.
4. Matters arising with no update since last meeting: Crook Moss Travellers Site.
5. New Business:
Perth City and Town Channels https://www.perthcityandtowns.co.uk/ is a new marketing channel managed by PKC. Local businesses can register and showcase their companies. Also, the channel can be used to help raise awareness of any community events. If you post your event on Facebook and list Perth city and Towns as a co-host, they will post your event. To date they have over 20,000 followers. CCllr Marchant has advised our Village Halls and the Fossoway Gathering of this opportunity.
Repair of damaged gates at Waulkmill Park In the past month the gates to the park have been vandalised and a car drove onto the park. A MoP reported the damage to PKC and Greenspaces have now repaired the damaged gates.
Rumbling Bridge Defibrillator The defibrillator has been replaced and was donated by Galileo

PKC: As part of PKC's consultation on preparation of LDP3 they have put out a Call for sites Survey: https://survey123.arcgis.com/share/ee4ca60116e54817a00359e84d641ef2 (The deadline has been extended to 5pm 31st July 2025)
PKC: Consultation on visitor levy. In May 2024 the Scottish Parliament passed the Visitor Levy (Scotland) Act (https://www.legislation.gov.uk/asp/2024/8/contents) This Act gives local authorities the ability to charge a set percentage on overnight accommodation paid by visitors and tourists. Any resulting \'scheme\' will be put to Perth & Kinross Council in December 2025 for a decision on whether to introduce a levy.

SEPA: are launching a consultation on a proposed Environmental Performance Assessment Scheme (EPAS) - a fairer way of reporting on how businesses are meeting their responsibilities. Fossoway and District CC Elections
The next CC elections will be held on 6th November 2025 and nominations and elections are managed by PKC (https://www.pkc.gov.uk/communitycouncilselections). The Fossoway and District CC has a minimum of four and up to eight CCllrs. CCllr Cheape updated on the Kinross‑shire fund -- Crook of Devon Hall have received £1500.
8. PKC Business -- Councillors reports:
Cllr Watters reported that the project to use hydrotreated vegetable oil will be rolled out to all council bin lorries. This will help with reducing costs and the drive to net zero. Also, PKC are actively managing the ash die back which will be expensive.

24/01673/FLL Erection of 4 dwelling houses, formation of SUDS and associated works at Former Craiglaw Poultry Farm, Rumbling Bridge. The Application was approved, the CC had made a neutral comment.

25/00652/FLL Erection of 4 dwelling houses and garages and associated works at Land 40 metres north‑west of Ladieshall, Vicar\'s Bridge Road, Blairingone. The CC will make a neutral comment seeking conditions to include coal mining survey.
