Draft Minutes of Fossoway & District Community Council Meeting
Tuesday 1st April 2025 – 7.30pm, Crook of Devon Village Hall
Attending: Community Councillors (CCllrs) Sarah Bruce-Jones, Angus Cheape, Tony Lamb, Nicola Marchant (Chair), and Kaye Williamson; Perth & Kinross Councillor William Robertson; 10 members of the public (MoP).

1. Community Police Report:
From 4th March 2025 (last report) there have been approximately 30 calls to Police from the Fossoway area and 8 crimes recorded on Police systems (7 of these are traffic related incidents).
There was one crime of note on the A977. On the 8th March a vehicle failed to stop after an accident and was driving carelessly and dangerously. The driver was also over the drink diving limit. This has been reported to the Procurator Fiscal. CCllr Bruce-Jones reported that the car had smashed into a garden causing significant damage.
On 17/03/2025 Roads Policing officers were on mobile patrol on A977 in Crook of Devon when they observed a driver to be driving whilst using a mobile phone. The vehicle was stopped, and the driver was issued with a conditional offer (ticket) for this. CCllr Bruce-Jones noted that on the 1st March a 20yr old woman was reported doing 90mph on the A977.
MoP queried if residents could buy cardboard police person to put on roadside. CCllr Bruce-Jones stated that this had been discussed at previous CC meetings and that police had advised that this could be done and that volunteers should remove the cardboard police person at night. It was agreed that CC would ask PC Samson if he could put their cardboard police person around our district. This topic will be discussed at the next Kinross-shire committee meeting where CC will seek an update on the speedwatch initiative led by Milnathort CC. Cllr Robertson advised there were still issues with Police completing paperwork.
2. Approval of minutes of the last meeting:
The Minutes of the 4th March meeting were approved without change and signed off. MoP noted last two months minutes were not on CC website. CCllr Bruce-Jones will report this to website manager and noted the CC are not able to post the minutes on the website ourselves.
3. Progress and Matters Arising:
The CC has been approached by Strachan CC regarding Galileo and our objection to windfarms. The CC has sent them a link to our website where our responses are.
LPP Review and Discussion
The LPP was submitted to PKC on Friday 28th March 2025. Once it has been checked by PKC for compliance with regulations and formally registered CC will post it on the Fossoway Trust website.
Community Development Trust (CDT)
The Trust is in the process of finalising the design and printing of the Community Action Plan.
Road Safety in FDCC area including A977 mitigation measures
Cllr Robertson reported that PKC do not have any resources to carry out any road safety work until 2026 as they are fully occupied completing the implementation of the new 20mph speed limits and prohibition of parking on pavements. The CC wanted it noted that they were extremely disappointed with this position and feel it is totally unacceptable.
Corb Bridge Culvert (on the B934 in Dunning Glen) Will be closed for nine weeks from 2nd June 2025 for bridge strengthening works.
Fossoway area transport
The 23 bus route is doing extremely well and is up to 550 passenger journeys per week. Glenfarg Community Transport is run by 2 retired people which is a tremendous effort and we congratulate them. The Community Outings Bus funding applications and application to PKC for a bus has been submitted.
Seamab School Construction Work
MoP reported that Gillian, from PKC Safer Communities, has visited both local residents and the School. However, following this visit a MoP reported that the children were again playing on the road and bridge. This continues to pose difficulties and safety concerns for passing farm traffic. MoP noted that there is still animosity towards local residents who now feel that they cannot sit in their gardens during school hours. CCllr Marchant agreed to contact Gillian and seek an update and ask how residents can further escalate their concerns for the safety of the children and the anti-social behaviour.
Rumbling Bridge Community Hydro Fund The committee have received notes of interest from three people as the Fund only requires two further members from Fossoway District names were drawn from a bag. The new panel members are Angela Seymour and Duncan Livingstone. CCllr Marchant has advised Foundation Scotland.
Fossoway Community Benefit Hydro Fund Angela Seymour has volunteered to be a panel member for this fund.
British Science Association Award
The CC hosted the event on 13th March in partnership with the Heat Project. 20 MoPs attended and all provided positive feedback. A report of the event was sent to the British Science Association who have agreed that the remaining funds can be spent on continued engagement regarding energy saving options for residents. The CC will work with the Heat Project to consider best options.
4. Matters arising with no update since last meeting: Community Noticeboards, Rubbish at Gartwhinzean Hotel site Powmill and Crook Moss Travellers Site.
5. New Business:
SEPA Flood Maps - The Scottish Environment Protection Agency (SEPA) have published new surface water flood maps, which for the first time include small watercourses. This new level of detail provides Scotland with the most detailed and accurate picture of where flooding could occur from heavy rainfall. https://map.sepa.org.uk/floodmaps
6. Consultations:
PKC
The Learning & Families Committee of Perth and Kinross Council has agreed the requirement for a new Intensive Support Provisions (ISP) to be established at Kinross High School. The Council is now undertaking a statutory consultation on the following proposal:
The consultation period will run from Monday 24th March 2025 until Friday 23rd May 2025. Any views on the proposal, or any alternatives, must be submitted no later than Friday 23rd May 2025 online at www.pkc.gov.uk , by email to FBSStatConsultations@pkc.gov.uk or in writing to Kinross High School ISP Consultation, Education and Learning, 2 High Street, Perth, PH1 5PH.
Scottish Government
Community Benefits Net Zero Energy Developments - Closes 11th April. The CC will be responding and also working with the Sustainability Group on a joint response.

Planning Decisions
25/00111/FLL Extension to dwellinghouse 1 St Serf's Road, Crook of Devon, Kinross KY13 0PQ. The application was approved, the CC had made no comment.
23/01313/FLL Erection of 7 dwellinghouses, formation of vehicular access, landscaping and associated works at Land 30 metres east of Honeysuckle Cottage, Carnbo. The application was approved, the CC had objected.
Planning Applications
25/00217/FL Extension to dwellinghouse at Ardoch House, Fossoway, Kinross KY13 0UP. No CC comment.
25/00300/FLL Erection of a dwellinghouse, installation of air source heat pump, installation of flue and associated works (change of house type) at Land 50 metres south of Craigton Farm. No CC comment.
CCllr Bruce-Jones, who is a Trustee of the Kinross-shire Youth Pipes and Drums, reported that the Trust has received funding from a number of sources including from PKC, to fund a programme through which all children in Kinross-shire schools have the opportunity to receive free pipes and drums tuition. The Kinross-shire Schools Pipe Band, of which several Fossoway resident children are members, won their class at the recent Scottish Schools Pipe Band Championships.
