Draft Minutes Fossoway and District Community Council
3rd February, Fossoway Primary School
Attending: CCllrs: Sandy Morrison, Trudy Duffy, Kevin Borthwick, Angus Cheape, Alastair Lavery and Graham Pye; Cllrs Dave Cuthbert and Joe Giacopazzi; 13 members of the public.
Apologies: Cllrs Mike Barnacle and Willie Robertson.
CC Membership: Rod Paterson has unfortunately had to tender his resignation due to relocation of his job. The CC thanks him for all his efforts over the years. Kevin will take over as temporary Treasurer until the AGM.
Declarations of Interest: None.
Police report: The Commander’s Bulletin continues to be informative and useful. We have a new Community Sergeant, Geoffrey Goodison and a new Community Co-ordinator, Sergeant Amanda Nicholson.
PC Dougie Stapleton was unable to attend the meeting but sent the following report: Three large storage heaters were stolen from the grounds of a commercial property in Blairingone between 27th and 28th January, enquiries continue. Two males have been arrested in Cumbria for theft of quad bikes and other property, some of which came from this area. Roof lead thefts and break-ins to commercial vehicles have taken place recently; any information should be passed to the Police on non-emergency number 101.
Community consultation 2015-2016 on Multi-Member Ward Policing Plans is currently taking place, with feedback due by 15th February - http://www.scotland.police.uk/your-community/tayside/perth-and-kinross/
Cllr Cuthbert reports that w.e.f. from 2nd February the local Police have been restructured, including the new Community Officers mentioned above.
Speed checks will be carried out on A977, especially in Blairingone.
Cllr Robertson will be meeting Chief Inspector Mike Whitford later this month to discuss why Community Speed Watch is happening in Highland region even though we were previously told that Police Scotland wasn’t in favour of these schemes.
MoP reports that dialling 101 from Blairingone routes your call to Stirling who say that they’re not responsible for that location and you need to contact Dundee.
Minutes of the previous meeting: Were signed off without amendments.
Matters arising
Rumbling Bridge Hydro Scheme: Hugh reports that the planning application for the amended pipe route has been submitted (see below.) Hugh has prepared a draft proposal about how a Community Benefit scheme might be structured – it would generate at least £5k per annum for at least twenty years, the funds being used to improve the environment in the gorge, but also other local activities. Paul Fair of Energy for All was present and described how the community could be involved in financing the project by joining a local co-operative society that would generate some income for the investors, but would also augment the Community Benefit scheme. There are examples of other schemes on Energy for All’s website which would give an idea of how the co-op would work. In response to question from a MoP Hugh thought that it might be possible for works to begin this autumn, but it’s more likely to be spring 2016.
Blairingone War Memorial: No update.
Crook Moss Travellers’ Site: Sandy has spoken to SEPA, and discovered that they had made a site visit which revealed that in the absence of PortaLoos the occupants were using buckets for black waste which was reportedly being disposed off-site. The application for a CAR licence covering a whole site processing plant has been withdrawn to be replaced by five separate applications for a processing plant per unit leading to soakaways. Cllr Cuthbert reports that there has been no change in the enforcement of the planning
conditions. Cllrs Cuthbert and Barnacle will bring a motion to the next DMC requesting that the planning application for the site be brought back to the DMC for the enforcement issues to be discussed. Cllr Giacopazzi has been pursuing the issue of generator noise and asked if complaints are still being received – Sandy explained that Public Health are responsive to noise complaints making site visits which result in the generators being temporarily moved, but there is no permanent solution.
Glenquey Quarry: We await a possible appeal against the refusal of the planning application.
Blairingone Community Workshop: We’re still waiting for PKC’s strategic plan.
Lambhill Chipping plant: No update – the proposed site meeting has still not taken place. Cllr Cuthbert has escalated this to the Chief Executive but still no response from Nick Brian.
A977 Defects and Mitigation Measures: There was a meeting of all interested parties on the 20th January at which it was agreed that a joint meeting needed to be held to discuss this issue.
Waulkmill Play Area: This is hoped to be open in March, after delays due to poor weather.
Strathearn Forum of CCs: Cllrs Cuthbert and Barnacle will be taking a number of proposals for improving the DMC to the Member Officer Group meeting in March; meanwhile Cllr Robertson has obtained an informal agreement from Nick Brian that objections from CCs would be given more weight than those from individuals.
Overhanging Trees at Moubray Hall: Cllr Cuthbert reports that this problem is being looked into, and will be addressed once the weather improves.
New Business
Main Issues Report: Comments to be supplied by 31st March. We should hold a Community meeting, probably in Crook of Devon, to discuss the local plan and existing policies.
CC Membership: We need new members representing all ages and sectors of the community – volunteers are very welcome. I t was suggested that we try to recruit people during the meeting to discuss the Main Issues Report.
Bollards Opposite Crook Village Hall: A MoP reports that another one has been knocked over. Cllr Giacopazzi has raised this with Chic Haggart who has involved the Road Safety Team. Cllr Robertson raised the issue with Garry McConnell and Stuart D’All and the latter replied that the former will look into fixing it shortly. Meanwhile, Cllr Barnacle is organising a site meeting with the Roads department and this CC to assess alternative possibilities for the footpath to the school around this junction.
DTR Scheme: This is the scheme to use local taxis instead of a bus service, which has been very successful, so an application has been made for a Securing the Future award to make sure the scheme continues.
Community Council Business
Meetings Attended: Sandy, Kevin and Angus attended the Kinross-shire CC meeting.
Kevin attended the Digital Engagement Workshop at Napier University.

Planning Matters

15/00053/FLL Extension to dwelling house - 2 Moubray Lane, Crook of Devon, Kinross KY13 0XH. Extension to front of building.

Correspondence: All the correspondence was available for viewing: The P&K Heritage Trust are offering grants up to £100 for heritage projects – details available.
AOCB: This CC proposes to buy a laser printer to enable the secretary to reduce the time taken to print materials for meetings, but also to save money by using lower cost consumables and being able to print on both sides of the paper.
Community Office has now closed down and distributed its final assets.
Reporting failed street lights via the PKC website doesn’t seem to be working, and the “Clarence” number goes to the wrong place.
MoP ask about derelict houses in Blairingone, Cllr Giacopazzi will look into it.
Discussion about where the school buses stop in Powmill, since they seem to be choosing dangerous places. Kevin will investigate.
