You Must Speak Up Even If You Agree With the Plan - If You Don't, It Will Be Changed in Favour of Massive Development!
The Plan
The Local Development Plan proposes areas for new houses to be built, which is an important issue for Kinross-shire and Fossoway in particular because there is a lot of pressure to allow many new houses to be built in the area. In fact there are numerous examples of inappropriate development taking place in recent years, resulting in detriment to the area.
You may already know that Perth and Kinross Council have recently published a draft Local Development Plan, which has been the subject of discussion at a series of well-attended local meetings. This plan is now available for consultation. Note that the online interactive version of the plan on the PKC website does not include the all important maps, so you need to refer to the pdf version for these.
Key Points to Note
Deer Farm on Naemoor Road: If you support the decision of the Council to reject development at the site of the Deer Farm on Naemoor Road on the edge of Crook of Devon (this is currently designated as outside the village boundary and therefore not earmarked for housing) then you must say so in your response to the Council. If you don't, you can be sure that G S Brown will seek to overturn this proposal so they can build houses on that field as well as the surrounding fields on the opposite side of Naemoor Road, which they also own.
Overdevelopment of Crook of Devon: The Crook of Devon has been overdeveloped. The Naemoor Road site requires an expensive and obtrusive bridge onto the A977 at a dangerous point. The building of a bridge to access the site would open up all of the fields owned by G S Brown for development, which would see the village turned into a small town. There is also the prospect of increased risk of pollution in the River Devon.
Expansion of Fossoway School: There is no significant new housing proposed for Crook of Devon but 120 houses are proposed for Powmill (paragraph 7.1.14.). The school at Fossoway is to be expanded to accommodate this new housing (paragraph 7.1.16).
Waulkmill and other Playparks: There is an open space retention policy which may have implications for Waulkmill/other playparks (paragraph 3.7.5).
Gypsy/Travellers' Sites: There is a policy on gypsy/travellers' sites (paragraph 3.5.9)
Powerful Housebuilders' Lobby: Although there are now not any proposals for significant housing in Crook of Devon, the house builders will be putting their view to the contrary. And they will get their way unless local residents speak out in opposition.
Lack of Supporting Infrastructure: There is no sufficient infrastructure to cope with a large increase in village population for schools, medical cover (doctors, dentists, etc), etc

Please read the plan and send in your comments, however brief, to PKC. Others will be voicing their opinions and will get their way if you don't speak out in defence of your own views.
