Attendance: PKC Councillors (Cllrs) Neil Freshwater & Willie Robertson: Community Councillors (CCllrs) Angus Cheape, Jill Hampson, Karen Morrill (Chair), Hugh Wallace, Graham Pye, Gary Whittington, Greg Blundel; Associate CCllr Carol Farquhar; Members of the Public (MoP): 12

1. Community Police Report

Police Scotland were unable to attend but provided a written update. Key points included:

  • Ongoing speeding concerns in Carnbo, Crook of Devon and Powmill remain a priority.
  • Speed checks continue in these areas.
  • Any permanent traffic measures fall under PKC / Transport Scotland.
  • Police visited Fossoway Primary School on 30 January; safeguarding matters are being reviewed by the school and Council.

2. Approval of Minutes

Minutes of the meeting held on 6th January 2026 were proposed by Angus and seconded by Jillian.

3. Progress and Matters Arising

Recruitment:

Gary Whittington (Powmill) and Greg (Rumbling Bridge) were proposed and seconded as new co‑opted members. Anya Bacon expressed interest and we hope to invite her to join FDCC in an allowable capacity that fits with the PKC process.

Seamab School:

Letter sent to MSP Jim Fairlie on 19th January -- awaiting a reply.

Invitation sent to Seamab CEO; meeting provisionally scheduled for late March. 3x FDCC members will attend.

Concerns raised by residents regarding litter, animal safety and communication. FDCC will raise these during the meeting and explore a named liaison contact and regular engagement.

Powmill Recycling Bins:

No replacement site identified yet. PKC continue investigations.

Flooding -- Powmill Bridge:

Issue remains unresolved. PKC order raised (Category C) with expected action by mid‑February.

Potholes -- Pitfar:

Awaiting confirmation of incident report; Councillors advised reporting via PKC system.

Kinross Committee Minutes:

December minutes received and will be shared.

Traveller's Site -- Crook of Devon:

£5k allocated for waste removal. Awaiting confirmation on skips, labour and access control.

4. New Business

20 mph Trial:

Councillors confirmed an 18‑month bedding‑in period. Data collection and community consultation will inform outcomes.

Flood Management Consultation:

FDCC invited to comment; views to be gathered before response.

LDP3 Engagement:

Community engagement event planned; update provided.

Liquor Licence -- Crook of Devon Store:

Further information requested before FDCC comment.

5. Consultations

Invitation received to comment on Blairingone masterplan. Members sought to attend meeting on 12th February.

6. Community Council Business

Meeting frequency (11 per year) to be continued unchanged.

Hydro Fund application for admin support -- proposed spend is eligible from the financial support provided annually by the Hydro Fund. Discussion on purchase specifics to be confirmed by FDCC.

Parish Online licence renewal approved.

Proposal to engage Kinross High School students on community engagement supported.

7. PKC Business

Councillors provided updates including road safety and Traveller's site progress.

8. Planning Matters

25/01825/LBC -- No CC comment.
