2. Declarations of interest: There was a declaration of interest from Ramsey regarding a planning application for Coup Steps, Powmill.
3. Community Policing-No police were available.
(Note after the meeting: apologies were received from Tayside Police for their absence.)
4. Minutes of the last meeting – Comments about the posts being removed from the kissing gate (AOB 1st para.) were incorrect. It was noted that the request for the CC to write to PKC for a sign on the A977 (AOB 3rd para.)was not necessary at the moment as Willie Robertson had already emailed the council. With these amendments noted, the minutes were signed off.
5. Presentation by Hugh Wallace: With the aid of a map showing a plan for a Hydro Scheme on the River Devon, Hugh gave an outline proposal for the development. It covered the main issues, the time frame and the Community benefit.
Main Issues: visual impact, the position of the turbine house, the long term impact and the reduced flow of the river.
Time Frame: Landowners agreements to be established, loan schemes from the government to be investigated and overall planning to be applied for.
Community Benefit: A Community Fund to be set up, the recipients of the fund to be arranged ( CC possibly), and considerations as to the distribution of funds to be agreed.
A discussion was opened to the floor and various issues were raised. How
many landowners were involved,? Had SEPA been involved? Were there any safeguards for wildlife? Was Scottish Water involved? Where would the distribution connection to the grid be sited? What would the environmental impact be? All these questions would be answered by Hugh and he agreed to put all these proposals on the CC website.
6. Presentation by Sarah Dooley, Burnside Wind Farm: Sarah Dooley outlined the plan for an extension to the Burnhill Wind Farm comprising of a maximum of 22 turbines. The site straddles both Clackmannanshire and Perth and Kinross Councils. 9 turbines would be in the Perth and Kinross area. There is potential for expansion on the site with the final turbine layout to be decided by next month and planning submissions would follow. There would be considerable benefits to the community in the form of a trust fund. This particular wind farm was 85% productive as the wind was blowing most of the time. Mike Barnacle commented that the Main Issues Report was concerned with the visual impact of the wind farm and that no one had benefitted financially in the Fossoway CC area, although they were directly affected by the site. Comments from the floor noted the huge profits derived from these developments and wondered how more funds could be made available for the community. The proposals would be put on the CC website.
7. Matters Arising:
Blairingone Biomass Plant. Nothing to report as the site has been sold and so far no one has put in any applications.
War Memorial, Blairingone. Mike Barnacle has finally heard from Historic Scotland who has no objections to the memorial being moved. A further meeting will be arranged by Mike at the beginning of July, with Council officials, the developers and the Blairingone sub-group, to find a solution to this problem. It was noted that this has taken place before and that the last meeting was inconclusive as the council officials never turned up.
Dunning Glen: Multi agency meetings have been useful with all the landowners now on board. Applications for funds to clear the site have been put forward for approval with various ideas to improve the site; namely signs to discourage camping, limited parking access, fencing and more police involvement. Members of the public are encouraged to report unsocial activity in the area to the police so that they can act more robustly.
Tay Plan Consultation: There will be a Consultation period from 6th June to 1st August. There will also be Public Information Event at the Loch Leven Campus 15th June, 2-8pm. There are no significant changes from the draft report.
8. PKC Business, Councillor’s Report – Mike Barnacle has a proposal that the Kinross Forum should be reinstated. It might be more beneficial for the Forum to stay local particularly on planning matters. He will put the suggestion to the Kinross CC.
There has been tree damage on the River Devon during the latest storm. Ken O’Lone is the tree officer for the area.

Recommendation. No Community Council comment.
11/00761/FLL, Coup Steps, Powmill, Dollar, FK14 7NP. Alterations and extension to dwellinghouse, erection of outbuilding and realignment of driveway.
Recommendation. No Community Council comment.
11/00753/FLL, Westermuirhead Farm, Solsgirth ,Dollar FK14 7NB. Erection of 2 dwellinghouses.
Recommendation. No Community Council comment.
Approvals

10. General Correspondence –All outgoing and incoming correspondence was available for viewing.
11. A.O.C.B – The accessibility of the path behind the Crook of Devon Institute was discussed and it was hoped that it would remain a footpath only, without the demands of core footpath status.
The dispute mentioned at the last meeting on cows escaping on the core path has been resolved.
A schedule of future meetings was tabled.
Disabled parking at Fossoway Church was discussed and it is hoped a bay would be marked out and available outside the church.
