As minute-taking capacity was limited, the meeting was recorded electronically to assist with the preparation of these minutes. This was communicated in advance via the FDCC Facebook page along with a GDPR statement. The recording will be securely deleted once the minutes are finalised.
The police report covered the period from 2nd December 2025. Approximately 34 calls were made to Police Scotland from the Fossoway area. - Seven recorded offences, six relating to speeding through Carnbo on the A91 (43-47mph in a 30mph zone). - Additional road traffic surveillance is being put in place.
Concerns were raised regarding: - Ongoing speeding issues entering Drum and Crook of Devon (CoD) from Kinross. - Near-miss pedestrian incidents highlighted on local Facebook posts, particularly around Powmill. - A recent vehicle collision near the crossroads in CoD by the bus stop, involving damage to a fence and nearby property.
Residents were reminded to report concerns via 101 or by email to the Tayside & Kinross CPT.
The minutes of the 2nd December 2025 meeting were proposed by Angus, seconded by Jill, and approved without amendment.
Community Development Trust (CDT) The CDT newsletter has been produced and shared. Membership promotion was discussed, and it was agreed that the newsletter should be shared via Facebook. The next CDT meeting is planned for March 2026.
Seamab School Construction No new updates were received. Ongoing concerns remain regarding asbestos handling and dust from the site. Residents reported evidence of materials being moved and dust exposure, even during winter conditions. It was agreed that concerns should continue to be escalated to our area Cllr and remain a standing agenda item.
Wind Farm Developments
No further updates were available. Follow-up with the area Cllr was agreed.
No significant new developments were reported. Members noted recent clean-up activity, more than seen in previous years. An abandoned vehicle in nearby woodland remains unresolved due to difficulties in assigning responsibility. A visit from PKC/SEPA is scheduled for next week.
The recycling bins have been removed. PKC advised that the originally suggested alternative site is unsuitable due to space requirements. The Kinross depot foreman has confirmed that other options are being explored.
Two case numbers were noted: - 760938768 - closed without action - 774496802 - remains open
Flooding is believed to be caused by a blocked drain. Further follow-up with our local Cllr was agreed, including photo evidence if required.
Application - 25/01652/FLL - Erection of 8 dwellinghouses, formation of drainage and associated works at Braehead, Rumbling Bridge: Objection submitted based on: 1) breach of settlement boundary, 2) loss of trees, woodland & habitat, 3) negative impact to biodiversity & ecology, 4) adverse impact to visual amenity, and 5) conflict with arboriculture recommendations.
Application - 25/01706/FLL - Alteration and replacement extension to dwellinghouse at Fernbank, Powmill: No comment agreed.
Decisions - Powmill Milk Bar applications (container servery and café extension): Approved. No CC objections.
Additional concerns were raised regarding delayed road resurfacing at Pitfar following housing development.
