News & Minutes

2. No Declarations of Interest.
3. Community Policing: Sgt. Williams attended the meeting
She reported that it had been a quiet month except for wandering animals in the streets. Public Meetings for T in the Park are due to take place and she requested for one of them to take place at the beginning of the next CC Meeting in June. It was agreed that this could happen and would be at 7.00pm on 7th June at Blairingone School. Another T in the Park Meeting would take place in Carnbo Hall on Thursday 23rd June (TBC)
Comments were made by the public about gates being left open and vandalised and farmers not being allowed to padlock their gates. A complaint was made about horses in crop fields.
4. Minutes of last meeting : These were signed off with no amendments.
5. Matters Arising
Blairingone War Memorial
Cllr Barnacle is awaiting response from P&K Council and will send a reminder.
Dunning Glen: Kevin reported that the CC has applied for a grant for cleaning up and sign. Multi- agency meeting will be held soon.
Core Path Network Inquiry: Maps showing Core Paths had been received from the Access Office and were displayed during the meeting. Reactions to these were to be in by 13th May. It was felt by the CC that this was short notice and a complaint has been sent. A discussion was held about some of the decisions that had been made with regard to the paths and some members of the public felt that relevant people including Cllr Barnacle had not been informed.
6. C.C. Business:
Kinross –shire Fund: Angus reported that the next meeting was 6th June and welcomed applications for projects.
Convention of P&K Community Council: Kevin reported that only 8 members of the possible 18 turned up to decide the future. 4 voted for it to be wound up, 2 for it to remain and 2 abstained. However as there was insufficient attendance no action could be taken. C.C agreed that we will not resign from the convention until their next meeting as they may need support to vote themselves out of existence.
7. Councillor’s Report
Cllr Barnacle reported that Scottish Water had suggested a further meeting regarding control of the Devon.
At the AGM of the Civic Trust M. Travers gave a talk on Renewable Energy and Cllr Barnacle has passed information to Secretary.
A letter has been sent to Cllr Baird re Convener of the Development Control having the Casting vote which is used against local opinion. This will be pursued after elections.
8. Planning Matters
11/00600/IPL, Land South of Craigton Farm Road Rumbling bridge, renewal of planning consent 08/00267/OUT, for the erection of 4 dwelling houses with associated business use.
No CC comment.
Alastair also reported that the service from the Council has improved as the CC planning officer is now sent a list of planning decisions. This means we can see whether CC recommendations are being followed up or ignored.
9. General Correspondence: A report on the C.C. incoming and outgoing correspondence was distributed.

Thompson Homes Update: A presentation was given with information board and handouts were given out with their new proposals for Powmill. Available on Fossoway website. (www.fossoway.org)
The Gate at the New Bridge in Crook of Devon has now been fortified following the escaped cattle incident at the beginning of May. Comments were made about the amount of time it took the Police to attend the incident. Concern was expressed from the floor about who takes responsibility for damage when such incidents occur as the law is very unclear in these matters and the implications this has for Core Paths and increased access through farmland. Comments were made about posts being removed from the kissing gate during the construction of the new bridge. Cllr Barnacle will seek redress about maintenance of Core Path routes.
Comments were made from the floor that discussion about Core Paths had not been reflected fully in the CC minutes. It was noted that the minutes were only a record of the meeting and the CC would welcome volunteers for minutes secretary.
Concerns were raised about the loop road in the Crook of Devon between A977 and A 91. This road is being increasingly used by a lot of traffic especially HGV’s and this road is not suitable for such traffic. A request was made for the CC to write to P&KC for a sign. Concerns were also raised about Vicar’s Bridge road on both sides of the A977. It was noted that Clackmannanshire Council had much better signage.
Apologies were made about the lack of display board in Blairingone as the doors on the Notice Board have fallen off. Marion to look for volunteers to help.
CC agreed to give £10 so that the Kinross Newsletter can be sold at Blairingone Primary School as the newsletter has to be paid for up front. Marion and Trudy to liaise.
Crook of Devon Church Car Park. No further development. Another meeting is to be convened.
