Minutes of Meeting Carnbo Village Hall
Tuesday 3 April 2012
1. Attending: S Morrison, K Borthwick, T Duffy-Wigman, A Lavery, A Cheape, Cllr W Barnacle, K Baird, W Robertson and 11 members of the public.
Apologies: R Paterson, S Anderson.
2. Declarations of Interest: There were no declarations of interest.
3. Community Policing:
Officer not present but report sent.
• There had been an increase in the number of bogus callers
• No calls had been received regarding the occupancy of the caravans at the Crook Moss
• Smart Water – Trudy has contacted Victoria Riches regarding this matter, short explanation followed. Anyone interested, please get in touch.
• Cheap alarms can be obtained via the police
4. Minutes of the Last Meeting:
Mr Carmichael felt his point that the planning consent was only for 15 children at Seamab should be recorded. The Chair pointed out that the minutes recorded that the numbers stated were in accordance with the planning consent as reported by Joanna McCready. However, the minutes were adjusted to record Mr Carmichael’s point.
5. Progress on Matters Arising:
a. Blairingone War Memorial: Sheila had received correspondence rejecting the planning application until various items such as land ownership certificate etc were received. Cllr Barnacle had understood that J McCrone was assisting with this matter and would follow it up.
b. Community Speed Watch Programme: Training had taken place and the programme would commence in early April. It was hoped this would result in a significant reduction in the speed of the vehicles through Drum and Crook of Devon. Cllr Robertson said other areas are very interested in this project and it could be a subject for Kinross-shire CC Group to discuss.
c. Crook of Devon Car Park: The matter is still with the church authorities.
d. Olympic Flame: It will be coming through Crook of Devon early on the morning of 13 June.
e. Local Development Plan: The CC had put forms in the shop and garage at Crook of Devon for people to sign if they agreed with the plan for Crook of Devon or individuals could write or register their views on-line. Another group which was opposed to the Monarch Deer Farm Development had also submitted forms and collected 160 signatures supporting the Crook of Devon Plan. Cllr Barnacle had held meetings in Powmill, Fossoway and Blairingone and the Strategy Group had met on 29 March. The CC recorded its thanks to Cllr Barnacle for the considerable work he had done in informing the community about these matters. The CC would be sending in comments by 10 April and all residents were urged to send in whatever comments they had by that date.
f. Gartwinzean Fire: A letter had been received from the Fire Authority stating that the water pressure was normal and would have been adequate to deal with a hotel or care home. If the building had been in use there would have been fire doors etc which would have delayed the spread of the fire. The letter was on the table with the correspondence.
6. Community Council Business
A Cheape attended the Kinross-shire Partnership. Note change of date for June meeting to 12 June.
7. PKC Business – Councillors’ Reports
Cllr Barnacle reported regarding the Carnbo Post Box. There was lengthy discussion on this item as people had received different answers from the Post Office. Cllr Barnacle will follow up. He also gave a brief report on his meetings regarding the local plan and confirmed he would be submitting a detailed report to the Council. The” loop road” was discussed and the Chair stated that Ms Robinson was taking the matter up with a view to putting a weight restriction on the road.
Cllr Robertson reported on the LDP, saying there should be more houses at Blairingone and less at Powmill. He congratulated the community on its efforts regarding Dunning Glen. He reported that a decision on the Glendevon Quarry had been deferred and would be considered again after the elections.
8. Planning Matters
12/00487/FLL. Erection of a dwellinghouse with associated office studio, Powmill Cottage Rumbling Bridge Kinross KY13 0QG. Recommendation: Reject as contrary to the Policy 82 of the Kinross Area Local Plan
12/00490/PN. Erection of an agricultural building. Cairnfold Farm Blairingone. 30m by 12m general purpose agricultural shed. Permission to proceed issued 3rd April 2012.
12/00367/FLL. Modification of existing consent (11/01810/FLL) to amend position of house at Plot 1, Land West Of Station Road Crook Of Devon. Recommendation: No Community Council comment.
12/00546/FLL. Formation of five permanent gypsy/traveller pitches (partly in restrospect). Land 300 Metres South East Of Fossoway Garage Fossoway. Recommendation: Object as contrary to Policy 81of the Kinross Area Plan and Policies RD5a, d, f of the proposed PKC Local Development Plan.
12/00553/IPL . Erection of a dwellinghouse and garage (in principle). Craigielin, 14 Gartwhinzean Loan Powmill Dollar FK14 7LU. Recommendation: No Community Council comment.
There was considerable discussion on 12/00546/FLL and the following points were made:
• The site was outwith the current and proposed Village Plan
• It was wholly in retrospect
• There were now 7 caravans, not 5
• There were other sites locally
It was agreed there should be a special meeting of the CC to discuss this item and a representative of the Planning Department should be asked to attend. The meeting was subsequently arranged for 7.30pm on Thursday 12 April in the Village Institute, Crook of Devon.
9. Correspondence
All outgoing and incoming mail was available for viewing.
10. AOCB
Questions were raised regarding Rights of Way and Core Paths. Rights of Way do not need to be signposted but Core Paths are signposted. Does there need to be an agreement with the landowner where signs are put? Kathleen will deal with this matter. The number of potholes on the Gelvan Road was raised. Willie will take this up.
Kevin reported that the sign had been erected in Dunning Glen.
Member of the public asked if the speed warning signs on the A977 were now all activated. Mike to investigate.
