Draft Minutes Fossoway and District Community Council
6th March 2018, Fossoway Primary School
Attending: Community Cllrs Cameron Brown, Angus Cheape, Trudy Duffy, and Carol Farquhar; P&K Cllrs Mike Barnacle, Callum Purves and Richard Watters; 5 Members of the Public (MoP)
Apologies: Cllr Willie Robertson; CCllrs Jennifer Donachie and Graham Pye.
Declarations of Interest: None.
Police report: Unfortunately no officer was able to be present at the meeting. There were no incidents to note in our area in the last month from the Commander’s Reports received via Perth and Kinross Community Watch.
Minutes of the previous meeting: A paper copy of the minutes was not available so they will be signed off at the next meeting. There were no amendments.
Matters Arising
Weather: CCllr Cheape thanked local farmers for keeping roads open. One MoP queried the protocol regarding bin pickup during such periods of bad weather; CCllr Duffy confirmed that the bin schedule when missed should continue on as normal afterwards and overflow dealt with in black bin bags. One MoP asked for an update on volunteer pavement clearers, Cllr Barnacle explained there was a problem with equipment. CCllr Duffy reminded the meeting that PKC offer the opportunity to give feedback on winter road and pavement maintenance in April.
Budget: Cllr Barnacle commented that the environment budget is intended to be protected from financial cuts; extra money should be available for paths, adopted roads and community green space. He also felt that the change in the budget process from four to two choices, the administrations and the opposition, led to greater clarity. He considered that a week’s recess would be preferable between the draft budget and the final decision being made. Cllr Watters was disappointed with the £0.5 million cut to English and Maths teaching as well as cuts to breakfast clubs which service underprivileged children, which was in contrast to extra money being put aside for incentives like shop front improvements, airing an inequality in society where cuts are being made. Cllr Purves stated that teaching cuts will be made in regard to teacher contact times but class sizes will remain the same; breakfast clubs were loss making and may be replaced by volunteer led incentives; a large incentive was a focus on rural communities i.e. Moving funding away from more urban areas to rural economic areas; a local investment fund is being put in place to empower communities. One MoP voiced concern that were any cuts to education at all.
A977 Mitigation: Lachlan MacLean (PKC Traffic) has arranged Community Consultations about how the A977 money is to be spent on Saturday 10th March from 10am to 12noon and on Tuesday 13th March from 3:15pm to 6:45pm – both meetings to be held in Moubray Hall, Powmill. As a recurring agenda item this is a great opportunity to comment on how funds will be spent. Cllr Barnacle informed the group that the total available fund was £794,000, of which £540,000 is left; some further improvements could come from development as part of LDP2. There has been positive feedback from the community regarding the VAS put in place recently. However, one MoP felt that some areas, particularly Powmill, have not seen a particular improvement from VAS. Another MoP had experienced an improvement with the VAS and is looking forward to seeing them introduced in Rumbling Bridge in the near future.
Powmill in Bloom: CCllr Farquhar reported that the bloom group will not be taking part in the Best Kept Village Award this summer and will instead consolidate on work done to date. The bloom group have arranged to meet with Best Kept Village judges to discuss where best to focus their energy on improving the village.
Crook of Devon and Drum Growing Together: CCllr Duffy informed the group that a spring fair is to be held this year as well as other events collaborating with community groups such as Duke of Edinburgh Award. The Hearse House has been presented as a possible opportunity for the Bloom Group; currently it is looking to be a significant undertaking due to the condition of the building. Cllr Barnacle commented that other parties may have interest in the building and may make improvements to it after which the Bloom Group could have some use of the building.
LDP2: Cllr Barnacle said he had contacted Peter Marshall on this topic and can confirm that Cllrs will be briefed in April.
Crook Moss Travellers Site: Cllr Barnacle confirmed that the site still does not have a connection to mains drainage.
War Memorials: Cllr Barnacle informed the meeting that a further planning application for Blairingone Church may be made which will hopefully include the relocation of the memorial. On the topic of memorials, Cllr Barnacle has had feedback from community members and the Church that the existing setting of the memorial is not wholly appropriate at present due to close volumes of traffic and that a new site for Crook of Devon memorial may be desirable. It was mentioned at the meeting that the village green could be an appropriate site. Community engagement will be essential before any decisions are made.
Blairingone School Estate Transformation: Will be discussed at the April meeting.
Matters Arising With No Update Since Last Meeting

New Business:
Verge Cleaning - Aldie to Powmill: Cllr Robertson has been in correspondence with PKC on this matter.
Crook of Devon School Road: Cllr Barnacle is looking for a waste bin to be located on the road and commented that in general potholing was bad on the road, perhaps in relation to recent construction works. One MoP commented that some basic patching had taken place.
Play Area Improvement Survey – Powmill: There is a survey being held by Perth and Kinross council regarding play area improvements in the Ward. Powmill has been selected as an area for improvement in particular – make your views heard by completing the survey available at this link http://www.pkc.gov.uk/playareaimprovements
Community Council Business
Meetings Attended: CCllr Farquhar attended a meeting of the Sports Hub on 7th March; the 2k run is going very well. The re-scheduled Better Place to Live Fair is to be held on Saturday 10th March at Loch Leven Campus, between 10 am and 12.30. The Sports Hub members are supporting the Cycling Without Age Project and encourage everyone to use their vote for this. PEPAS( Physical Activity and Sports In Schools) is a new initiative targeting the increase of participation of sports in schools and to encourage club membership. Sports Hub members are willing to work with schools , where possible, to help ensure that every child has the best possible opportunities in PE and Sports.
CCllr Pye attended a community consultation with SSE which will be reported on next month.
CCllr Cheape attended the Kinross Fund meeting at which there have been no applications from Fossoway area in the past year. He would like to remind people that applications are actively encouraged and welcomed for community initiatives and groups.
P&K Councillors’ Reports
Callum Purves: No comments other than covered under the budget item above.
Richard Watters: The Better Place to Live meeting will be held on Saturday 12th March at LLCC, it is a significant event in letting the community decide where certain funds can go and would encourage anyone interested to attend.
Mike Barnacle: Last December PKC reviewed the local decision making process with the idea of devolving more to grass roots. Cllr Barnacle is looking for a more fundamental change in local decision making in the form of Ward Committees including CCs, Community Groups, and other sectors, something that other councils have done. A meeting has been scheduled to discuss parking issues within Crook of Devon.

AOCB: Cllr Farquhar commented that the DRT have played an active role recently with the bad weather, gathering messages, prescriptions and providing general transport around the local community and to those in need – in general a very valuable asset to the community.
