Minutes Meeting Fossoway and District Community Council
Tuesday 7 August 2012, Carnbo

Community policing:

Matters arising:
• Blairingone War Memorial will be dealt under planning
• Community Speed Watch: the pilot has now ended. We await the evaluation of Tayside Police.
• Olympic Flame: the passing through of the flame in Crook of Devon was very successful by all accounts. Many thanks to Hayley Richard, the Powmill Milk Bar, Caroline Watson and all others for providing funding, balloons, pipers and for turning out. A day to remember.
• Crook of Devon Church Car Park: the CC has put in a planning application for this.
• Core Paths and right of way sign posting: MB has contacted Dave Stubbs to ensure that landowners and other s will be consulted when signage is considered. A short discussion followed in which several members of the public from the farming community stressed their discontent about the process of deciding on core paths. Members of the general public do not realise how dangerous cattle can be when spooked. When farmers are displaying warning signs they get rapped on the knuckles but they feel strongly that there are issues with warning the general public at certain times of the year. WR stresses that it is important to keep writing to MSPs to keep this issue in the awareness.

CC business: meetings attended:
special meeting travellers’ site, meeting with Gordon Banks, Alastair presented at the development Committee.

T-in-the-Park:
Local people are still not happy with the way the verges are cut just prior to T-in-the-Park. There was a promise that back roads would be cleared for reasons of safety but that has not happened everywhere.
There has been at least one incident, possibly more, where a young person was found lost. There does not seem to be an agreed procedure what to do- T-in-the-Park stewards handed this over to the police who were helpful but inefficient. This problem is exacerbated by the existence of external campsites. Perhaps a dedicated phone line for missing persons could be set up?
The Sunday the week after T-in-the-Park tents were flying across the motorway. Police were trying to catch them and it was a dangerous situation.

Councillors’ reports:
MB:
• Investigating Drum traffic calming and access only road; all would have to agree on this.
• Loop road perhaps under the Green Roads initiative?
• Carnbo Post box: no real progress yet.
• Passing places on the road to the Blairingone Equestrian centre: no progress, officer in charge ill.
• Gelvan Bridge has damaged parapet, will be dealt with.
• Is there any representation regarding the Brown Bin collection?

WR:
• Is worried about visibility and road safety: verge cutting is not optimal and drains are getting silted up. Urges everyone to cut overhanging hedges.
• Is worried that conditions set on the planning for the travellers’ site in Crook Moss cannot be enforced. Will try to address Development Committee next time they convene.
DC:
Has asked convener to meet to go through the report.

Followed short discussion on travellers’ site. There is general discontent amongst the elected members of this area that their objections and representations are largely ignored. The report presented to the development committee was full of mistakes and omissions. AL reported that planning did not mention that they could not connect to sewage system; did not prove need; reluctantly agreed site was adjacent to village boundary; did not accept flood risk, agreed that normally they would only accept port-a-loos for a few weeks while the convenor pointed out they had been there for about 5 months; it was at the discretion of the Planning department. It was in his view a very poor report riddled with inaccuracies. After the meeting the person responsible for determining need was in deep conversation with the travellers’ representative in the council building for at least 10 minutes.
Councillors on the Committee were not informed that Scottish Water stated that there was no capacity to connect this site to the sewer; figures to prove that there was an established need for another site were not forthcoming and there was worry about procedural aspects of the process. Gordon Banks has been very helpful. The only way open is to organise a meeting at top level to express our discontent with the way all this has been handled. Also W Robertson stated that he had not yet come to a definite conclusion on the matter and he required further clarification on a number of points. Sandy thanked the elected members for their hard work.

AOCB:
A member of the public complained about the state of the Crook of Devon cemetery; a rose he planted was killed, possibly by the use of a particular weed killer. MB contacted the Bereavement Service and is trying to get compensation for the rose. No response yet.
