Draft Minutes Fossoway and District Community Council

Attending: Community Cllrs: Cameron Brown, Jennifer Donachie, Carol Farquhar and Trudy Duffy (Chair); P&K Cllrs Mike Barnacle and Dave Cuthbert; Members of the Public (MoP).

Police report: Unfortunately no Officer was able to be present at the meeting. There were no incidents to note in our area from the Commander’s Reports received via Perth and Kinross Community Watch.
Minutes of the previous meeting: The minutes were signed off without amendment.
Matters Arising
A977 Defects and Mitigation Measures: Cllr Barnacle reported the final matrix of consultation feedback is being collated and will be issued shortly - the feedback received so far considerable community support for 20mph speed limits through all of the A977 villages consulted. Cllr Cuthbert reported that there was also considerable community support for vehicle-activated signs at village gateways. CCllr Duffy raised the question of what other areas might be appropriate for vehicle-activated signs. Cllr Cuthbert agreed that further discussion between relevant PKC officer and the community would help in ascertaining this and that some of recently secured budget for road improvements could fund such works. If any members of the public know of a Vehicle Activated Sign in need of renewal please get in touch with a Local Councillor or the Community Council.
Crook of Devon and Drum Growing Together and Powmill in Bloom Group: CCllrs Duffy and Farquhar announced that Crook and Drum Growing Together along with Powmill in Bloom Group will be collaborating through a fundraiser held at Kinross Farmers Market on Saturday 22nd of April. It is hoped the fundraiser will help raise the profile of both groups and open the opportunity for further joint projects. One MoP asked if any funds raised by the two bloom groups could go toward improvements in Rumbling Bridge Village; unfortunately this would not be possible as each bloom group is established to serve their respective village with limited numbers of volunteers. CCllr Duffy suggested that should any community within Fossoway wish to establish a Bloom Group there is a considerable number of funding opportunities available such as PKC, the Kinross-shire Fund and hopefully soon funds from the RBCHS. CCllr Duffy and CCllr Farquhar would be happy to provide guidance to anyone looking to form a Bloom Group, the Bloom Groups are greatly encouraged by the improvement to the appearance of the villages and would encourage further volunteers to join as well as collaboration with other groups. CCllr Duffy reported that a planting day is being arranged for a date to be set in May; follow relevant social media groups to look out for a date for what is sure to be a fun day and great family event.
Blairingone War Memorial: CCllr Brown reported that a written method statement would be required from a mason in order to pursue funding for this project and will arrange site visits with further stonemasons requesting this along with quotations. Cllr Cuthbert offered to find some recommended masons through PKC Heritage Trust also. Cllr Barnacle reported that listed building consent for the memorial’s relocation has lapsed however; this can be resurrected as part of a recent planning application on the site with the current owner, Profile Projects, willing to assist in this.
LDP Public Consultation: A special meeting will be held at 7.30pm on the 18th of April at Fossoway Primary School where all proposals put forward for LDP2 will be discussed. CCllr Duffy reported that the CC has not yet received a report of results from the consultation event held earlier this year and as a result could not make comment on the proposals. Cllr Cuthbert confirmed there would be opportunity to review the report before the special meeting, allowing for more informed discussion on the 18th. Cllr Barnacle reported that a summary of the consultation results had been circulated between local representatives indicating a mixture of responses from different villages. Cllr Barnacle raised a serious concern that should no further areas for development be zoned within Fossoway it would leave NO zoned land for future affordable housing stock within the region. Cllr Barnacle reported that a petition formed by residents of Rumbling Bridge demonstrated a majority of the village objecting to further development within the village. One MoP noted that despite some public parking being indicated as part of the Rumbling Bridge proposal there is already parking allocation for walkers at Rumbling Bridge Nursing Home, however no sign has been erected identifying this as it is seldom used. Another MoP raised concerns there would be no benefit to the local community with further development with similar planning conditions relating to past developments yet to be realised or enforced. A further MoP reported that there is a signature from each house in the village contributing to the petition. CCllr Farquhar raised a concern that there is currently no accessible parking at Rumbling Bridge for those with disabilities.
Station Road Adoption – Cllr Barnacle reported that further signatures agreeing to the adoption contract are required and should be finalised this week; following this the road adoption can be confirmed through PKC legal dept. Cllr Barnacle hoped that the contract would be set this month, however this is unlikely due to the aforementioned delays.

New Business
Foul Habits, CCllr Duffy called for local residents’ feedback on dog fouling in the area following a call from a local resident Mrs Palmieri for the CC provide attention on the subject. CCllr Duffy suggested the possibility of forming a group to specifically tackle this problem depending on community interest and volunteers. CCllr Duffy has gathered some creative ideas that may help tackle the situation, such as spray-painting locations of fouling with highly coloured paint, or carefully considered signage on walks suffering from high rates of fouling. Free Poo Bags are available in the Crook of Devon and Powmill shops. If anybody knows of a walk or place that requires a particular Poo Bin or signage they should contact a Community Councillor. One MoP did voice a concern that some paths and pavements suffer more so from horse manure resulting in pedestrians having to deviate from the walkway.
CCllr Nominations CCllr Duffy confirmed that the May meeting will be the Community Council AGM and was sorry to report that CCllr Kilby has tendered his resignation. CCllr Duffy has called for anyone interested in joining the CC to get in touch. Councillors’ Reports
Mike Barnacle: Ivy Cottage - little to no progress with existing owners, a disrepair notice has been served, Katrina Morrison asked for update. Property has been secured and made safe to prevent entry, however a decision needs to be made on how the community might wish to progress this. CCllr Farquhar raised concern that the rear of the building may not be secure. Drum Main Street - Prohibition of entry for commercial vehicles and a 20mph vehicle request has been made and are currently being considered by PKC roads department. The Naemoor road 30mph limit extension has also been requested and will be implemented. Rumbling Bridge - A request for vehicle activated signs and traffic calming has been made which Cllr Barnacle has followed up with PKC, a traffic survey will be conducted on both sides of the bridge and will explore feasibility of VAS or Traffic lights also noting that the recent roads budget can help contribute to the delivery of these projects. Powmill - feasibility of a new recycling point in the village is currently being explored with a possible new location near Powmill Milk Bar being considered.
Dave Cuthbert: Budget - The Independent group tried to work with all parties to contribute to the budget such as 1.6 million for roads budget to improve pavement safety, road safety and signage. This has provided results in Kinross and Milnathort. Funds for Action partnerships have also been provided – participatory budget event to tackle social inequalities – hopefully this can become a community led endeavour in the future targeting local needs instead of a top down approach. Overall this is an improvement on previous years. A hustings event will take place in Portmoak Hall on 11th of April, 7.30pm with all 8 candidates running in ward 8 for the May local elections.

Planning Matters
17/00239/FLL Extension to dwellinghouse at Drumpark, Drum, KY13 0UN. No CC comment
17/00503/FLL Formation of Vehicular access and installation of bollards at Birchbank, Main Street, Crook of Devon, KY13 0UQ
One MoP raised a concern that the proposed access would be dangerous and that the current moveable bollards are not in use. CCllrs will review their decision.

AOCB: One MoP raised concern if the land adjacent to Craigton Lane was still part of the LDP as an employment site. Cllr Barnacle confirmed this was still the case. One further MoP raised concern that there is a planning condition that the road be improved to a particular standard if development is to happen. Cllr Barnacle and Cllr Cuthbert confirmed that this could not be enforced unless the road is adopted or the land zoned for this use is developed.
Cllr Barnacle reported that local residents have raised concerns of overdevelopment at Newfield Drum, a view supported by several MoP’s not in attendance. Cllr Barnacle suggested that upon reviewing the planning history of this site that this may indeed be the case. There was a general consensus that certain planning decisions made recently have contradicted others causing ongoing confusion for both the community and the CC as to how planning come to a decision of what sites and settings are acceptable for development; there was also the ongoing situation where it was felt that planning conditions were not being enforced.
Braehead condition enforcement, Cllr Barnacle has arranged a meeting with relevant persons to discuss planning conditions which still have not been met within this area.
Cllr Barnacle reported that the opportunity to comment on the Scottish government planning consultation is now over and results will soon be published online.
One Mop raised concerns about the completion of works at RBCHS, particularly at the access point from A97 with signs, sandbags etc still being present, Cllr Duffy will follow this up.
CCllr Brown proposed a ‘Landing Page’ within the www.fossoway.org website or a social media platform bringing together groups, businesses, attractions and enterprises within Fossoway, providing a space for both locals and visitors to find out more about the opportunities available in and around our community.
