A special meeting of Fossoway Community Council took place on Monday 16 November 2009 to discuss the proposal by Thomson Homes to build 315 new houses in Powmill. The meeting took place at 7.30pm on Monday 16th November in Moubray Hall, Powmill. It was very well attended (standing room only) and Thomson Homes representatives gave details of their proposals. Councillor Barnacle pointed out that the proposal would use up all of the housing allocation (the number of houses needing to be built) for the Kinross Landward Area up to 2020. Thomson Homes said that they would provide new facilities (a new school, new pub and traffic calming measures), but only if they were allowed to build a sufficient number of houses to fund this. Most of the local residents who spoke from the floor indicated their opposition to a developmet of the size proposed and some pointed out that there had been a lot of new houses built in the area already (e.g. Dollar Beg) with 1200 more proposed just down the road at Forest Mill.
