Attending: Community Cllrs: Trudy Duffy, Kevin Borthwick, Angus Cheape, Graham Pye and Graham Kilby; Cllrs Mike Barnacle and Dave Cuthbert; Seven Members of the Public (MoP).

Declarations of Interest: CCllr Duffy declared an interest in planning application 16/00538/FLL.
Police report: No report received. The CC was notified that PC Sturgess was unable to attend due to operational pressures. There was a theft of a charity box and cigarettes from Fossoway Stores, Crook of Devon, on 8th March. Around March 13th a bench, which had been located between large planters opposite the Aldie Road junction on the A977, was stolen. Chris Walsh had spent a considerable time restoring the bench. Police Scotland are about to launch Operation Tigerclaw which will increase the number of patrols in rural areas, perform more stop checks in the area and offer safety advice. Kinross-shire Civic Trust Best Kept Village Awards: Patrick Milne Home attended the meeting to update us on the 50th year of the Best Kept Village awards. There are four villages in this area: Crook of Devon, Blairingone, Powmill and Carnbo that have all entered at various times in the past, but it would be good if Drum and Rumbling Bridge entered too. Only one person needs to enter. Judging is on general ambience, absence of litter, etc., not architectural value, concentrating on communal areas. Judging takes place on 26th July this year.
Matters Arising
Crook Moss Travellers’ Site: The recent planning application (15/02078/FLL) was rejected under delegated powers. The paper due to be presented at this month’s DMC has not appeared, possibly due to non-completion of Scottish Water’s flow and load analysis. MoP asked whether the travellers would be connected before other sites with existing planning permission. Cllr Cuthbert explained that Scottish Water has a prioritised list, and they should be contacted for information.
A977 Defects and Mitigation Measures: CCllr Borthwick has been in contact with Cllr Giacopazzi reporting that he’s seen temporary repairs being done. Cllr Giacopazzi explained that this is because category one (dangerous) potholes are temporarily repaired within three hours, allowing the normal squad to perform a permanent repair within two to four weeks.
Local members met with Stuart D’All of PKC’s roads department and heard plans for major works in our area of the A977 in the current financial year. The local members also had a meeting with Chick Haggart where it was agreed to prepare an outline business case for A977 improvements. As always, road problems (including potholes) should be reported to CLARENCE (the road report hotline) on 0800 232323.
Emergency Support Centre: CCllr Kilby reports that the Hall Committee has yet to meet to discuss this; it is on the agenda for the meeting in w/c 11th April.
LDP2 MIR Consultation: All submissions have been made and the planners will produce a draft plan in the autumn.
Boundary Commission: Local members have sent a letter to all MSPs, asking for their position on the “Kinross shire Question”. The Commission’s report will be made to Scottish Ministers at the end of May, but the Scottish Government has the final say, so it would be a good question to ask any canvassing MSPs.
Community Council Grant: CCllr Pye reports that the bank has still not been able to retrieve the money, so he has asked PKC to issue our grant again – they are looking into the matter.
Citylink Buses: Both Cllr Robertson and this CC have written to Citylink asking for restoration of the previous services from the Kinross Park and Ride. Cllr Robertson received a response from David Frenz agreeing to reverse the decision to stop the early morning G92 Edinburgh to Dundee stopping at Kinross, so it will now again be possible to board this service at 7:00am and get to Dundee for work. However there has not been a reinstatement of the stop at Kinross of the 5:15pm Citylink Express from Edinburgh.
Blairingone War Memorial: Cllr Barnacle has written to David Strachan, manager of Perth and Kinross Heritage Trust seeking his opinion about the developer’s mason’s report.
Ivy Cottage, Powmill: Cllr Barnacle reports that Building Control has raised serious concerns about the safety of the building, and will bill the owner for repairs if not done.
Rumbling Bridge Hydro Scheme: MoP asked about the establishment of the group to control the distribution of the Community benefit. Although this was previously discussed when the agreements were signed in November 2015, it was thought at that time that there was no urgency to set up the organisation to distribute the funds, as they were not going to start to appear until the scheme was operational. However, it would probably be a good idea to start the proceedings to establish this group, determine its membership and constitution, now that the scheme is proceeding well. The CC will ask Hugh Wallace to attend the next meeting to give a status report, and to allow discussion of establishing the group. The CC clarified its position that it had no preconceived ideas about how the funds should be used, nor did it intend to mandate this. Cllr Barnacle pointed out that the initial contribution from the scheme was covered by the planning application and there were some details as to how it should be used.
Matters Arising With No Update Since Last Meeting
Safer Route to School – Drum, Station Road Adoption: No update.
Bollards Opposite Crook Village Hall: Awaiting a report from PKC Roads Department on how the safety of this section of road could be improved.
Crook Moss Community Involvement: Ongoing.
New Business
Crook in Bloom: This group will have its first meeting this week, with several interested participants. The Powmill in Bloom group are busy in their village, but they are concerned about the continued lack of repair to the Powmill bridge. Cllr Cuthbert explained that the works were suspended during the Forth Road Bridge diversion, and are scheduled to be done very shortly.
Community Council Business
Meetings Attended: CCllr Kilby attended a meeting of the Sports Hub on 8th March where terms of reference were agreed. Clubs need to register with the hub by April 11th. Sports Scotland will in future make grants to clubs via Sports Hubs. The next meeting is 20th April where mission statements will be agreed. A substantial number of clubs are involved in the hub. Official launch date of the hub will be mid-June.
Councillors’ Reports
Mike Barnacle: Cllr Barnacle is campaigning to get the Ochils Hills declared a Regional Park and other groups have supported this idea.
MoP asks who maintains the Rumbling Bridge gorge – PKC does. MoP notes that the old Fish farm in Rumbling Bridge Gorge needs sorting out.
The passing place at Aldie Road bridge is being used for parking by users of the new multi-purpose path, and unlike the others in the road is not marked as a passing place, further it is in a very poor condition. Cllr Barnacle has already asked for the passing place to be properly surfaced.
Dave Cuthbert: Nothing not already covered.
Planning Matters
16/00274/AML Erection of a dwelling house (matters specified by conditions - 12/01566/IPL) at Burnside, Vicar's Bridge Road, Blairingone, Dollar FK14 7LR. At the last meeting we decided to await any local comments for two weeks, and as there were none, the CC did not comment.
16/00538/FLL Erection of a garage, Aitken Cottage, Main Street, Crook of Devon, Kinross KY13 0UR. No Community Council comment.
16/00483/FLL Erection of a marquee for use as function venue, Function Hall, Solsgirth House, Solsgirth. The CC members will discuss this further before deciding whether to comment.
16/00439/FLL (was 15/00450/FLL) Erection of a dwelling house and garage, Land 30 Metres North of Valerie, Fossoway. No Community Council comment.
Correspondence: All the correspondence was available for viewing. PKC have asked for the whereabouts of any publically accessible defibrillators – CCllr Kilby notes that there is one at LLCC. CCllr Duffy reports that there was a plan to provide one following the tragic death of Mr Mason, but it never happened. No-one present was aware of any others in the area.
AOCB: PKC Roads Department Winter Service: The CC has received a request for any feedback about the provision of gritting and snow clearance this winter.
Planning Enforcement: PKC is conducting a survey about the performance of this department.
DRT Scheme: The Area covered has increased and there are now more operators in the scheme.
