Draft Minutes Fossoway and District Community Council
1st October 2019, Fossoway Primary School
Attending: Community Cllrs Sarah Bruce-Jones, Angus Cheape, Trudy Duffy, Carol Farquhar and Rob Young; P&K Cllr Mike Barnacle; Nine Members of the Public (MoP).
Apologies: CCllr Graham Pye; P&K Cllrs Callum Purves, Willie Robertson and Richard Watters;
Declarations of Interest: None.
Police report: There were no incidents to report and the Community Officer was unable to be present.
Minutes of the previous meeting: The minutes of the previous meeting were signed off without amendment.
Matters Arising
Hydro Scheme / New Bridge (known as Rumbling Bridge Gorge Bridge)
o Hydro Scheme – CCllr Duffy advised nothing to report.
o Rumbling Bridge Gorge Bridge – MoP corrected the agenda item by stating this was the correct name.
Background work remained on-going regarding costs, land-ownership etc.
Powmill in Bloom: CCllr Farquhar reported that the Well Kept Village competition judged on the 10th September had resulted in three stars for Powmill and two stars for Crook of Devon and thus was well worth the effort put in by all concerned.
MoP referred to the untidy grass verges, a P&K responsibility which had not been well done thus requiring participants to make use of private garden machinery.
Powmill Play Park: Cllr Barnacle had received an email from Brian Cassidy at P&K confirming that contracts had been signed and work should start by mid-October. Brian Cassidy had undertaken to provide a layout plan.
A977 Mitigation: CCllr Duffy expressed concern at inaction from P&K. Cllr Barnacle had written to Frank Mills at the Roads Department who had referred in correspondence to a dispute with BT regarding underground cabling. Tayside Contracts were committed to recommencing operations by mid-January with a full road re-surface from the Inn to the Village Hall. Discussions on the budget were scheduled for February and it was hoped that the school crossing would be improved and re-instated. MoP expressed concern at the effect on emergency services of traffic control generally although this was not regarded as a major concern.
Vegetation on Aldie Road: Nothing had been done and MoP referred to the uncut hedges in Powmill on the south edge of the A977. Cllr Barnacle would report to the Roads Engineer.
Fly-tipping on A91: CCllr Cheape explained that there was now a locked gate on the field access by the Devon Bridge previously a prime fly-tipping site. MoP referred to continuous fly-tipping at Briglands and Aldie Road. Cllr Barnacle undertook to add this to his letter addressed to Nigel Taylor, the Roads Engineer.
Fossoway Area Transport/DRT: Cllr Barnacle referred to the disappointing attendance at a recent meeting with Rural Outreach arranged by Kinross and Glenfarg CCs. Meantime he awaited notes from Margaret Roy and there was a need for a greater commitment from the public if the Fossoway Area Transport Scheme was to flourish – another meeting was now urgently required.
LDP2: Cllr Barnacle had put out a press comment and he further advised that along with Cllrs Robertson and Purves he had spoken at the meeting of the full Council on Wednesday 25th September in protest at being unable by law to challenge the Reporter both on designations and capacity limits. Referring to what he believed was a flawed decision on the Crook of Devon site Cllr Barnacle stated that there was now no provision in LDP2 for affordable housing in the rural villages in Kinross-shire until 2025.
There was now a move towards the creation of a Fossoway Community Development Trust (for consideration by the new Community Council convening in December) on a model successfully established in Comrie and Stanley.
Cemetry Extension: CCllr Young reported that a verbal estimate had been sought from David Johnman to clear the site and lay hardcore in the region of £17,000 + VAT. Ground would be made available on a 40 year lease from P&K to FCC and discussion developed on public liability and the extent to which some of the necessary works might be undertaken by local farmers with suitable machinery – this could lead to difficulty with the use of red diesel. Cllr Barnacle intended speaking to Dave Stubbs who might have useful ideas on funding. CCllr Cheape had expressed a willingness to provide space on land at Harelaw for spreading material subject to approval from SEPA.
Blairingone War Memorial: Background activity remained on-going and an estimate from a stonemason should be available before the next meeting.
Matters Arising with no update since last meeting: Ivy Cottage Powmill
New Business:
Heart 200 Route: MoP expressed concern at the increase in litter evident in particular in Carnbo. Further a general view was expressed that the Heart 200 initiative was unlikely to offer practical local benefit.
Road Signing: MoP expressed concern at inadequate provision – CCllr Duffy would take this up with the Roads Department. MoP drew attention to the 20mph limit with flashing lights at Blairingone despite the recent closure of the Primary School.
Community Council Business:
Meetings Attended: CCllr Cheape noted that Kinross Fund business had been carried forward to the next meeting in December – no current applications.
CC Process: Accounts to 31st August 2019 were circulated, approved and signed by CCllr Duffy who further advised that there was now no need for an AGM.
CC Elections: There had been eight nominations and thus no requirement for an election and the new CC would convene at the December Meeting.
P&KC Business:
Councillors’ Reports:
Mike Barnacle: Cllr Barnacle referred to the difficulty of holding meetings in Blairingone following the closure of the Primary School. With this in mind a letter drop had been arranged proposing a meeting in Powmill Moubray Hall to discuss how best to resolve the situation.
Seamab extension/rebuild: Cllr Barnacle had written to Tamsin Ferrier regarding the state of the access road and requesting that this should be taken into account at the planning stage. MoP referred to the intended expansion of Seamab to take children up to the age of 18 and how this might affect security.
Planning Matters
New Application:
19/01355/FLL Alterations and extension to dwelling house and installation of a flue at Appin Rumbling Bridge. No CC comment.
Decided Application:
19/01073/FLL Formation of 5 touring caravan pitches and associate works Land 50 Metres East of Powmill Cottage, Rumbling Bridge. Approved – No CC comment made.
Correspondence Received – CCllr Bruce-Jones drew attention to a letter from PKC/SSAFA dated 10th September referring to VE Day 75th Anniversary events scheduled for 8th-11th May 2020 and a letter dated 27th September from Christine Grant at PKC in connection with the nominations tally for the Community Council Election (referred to above).
AOCB: CCllr Cheape through the Chair noted the recent death of Sir Robert Stewart – formerly Lord Lieutenant of Kinross-shire, County Councillor for Kinross and latterly (in the 1980s and early 1990s) a member of this Community Council. Sir Robert had also been the founder of the Best Kept Village Competition and in very many ways had played a large part in community affairs over a period of 70 years.
