The results of the Powmill Questionnaire were discussed and Ken Thomson of Thomson Homes updated the meeting about his company's further plans for the proposed development in Powmill of 300 houses, industrial units, a care home and a new school. Concerns were raised that the development would be too much for Powmill to bear. He was asked to take into account the results of the recent Questionnaire. There would be Community Consultation during the first weekend of September for residents to comment.

Sgt. Williams attended the first part of the meeting to discuss arrangements for T in the Park. Arrangements for policing and traffic management will be the same as last year.

The minutes also state that concerns were raised over the possible approval of The Moss site in Crook of Devon being used for travellers. Although the site had been cleared, there was at present no planning application for this site. Members of the audience expressed their worries, and there was considerable debate on the subject. The C.C. said they would keep an eye on it, and write to the council. In the meantime, residents should be encouraged to show their feelings by writing to their MSP, Local Councillors and the Leader of the Council.

There will be no meeting of the Community Council in July so the next meeting will take place on Tuesday 3 August 2010 in Carnbo Hall at 7.30pm.

Powmill residents have been consulted on options for the future development of Powmill in the years ahead. Volunteers acting on behalf of Fossoway & District Community Council distributed 130 questionnaires around Powmill, Gartwhinzean Loan and other outlying houses.

The return rate for the questionnaires was 77% and the results showed that the majority of those who provided a response preferred the development option put forward by the Fossoway Community Strategy Group (see map, left).

The results of the Powmill Questionnaire will be discussed by Fossoway Community Council members and passed on to the four Perth & Kinross elected members for Fossoway.

Another option is to use the excellent web service WriteToThem.com, which allows you to make your point directly to all your Councillors, your Members of the Scottish Parliament, your Member of Parliament and your Members of the European Parliament in one fell swoop simply by filling out a single form online. A real time saver!

If the matter is urgent it would be wise to use the phone, but don't forget to follow up with a letter, as this means your views are more likely to be taken into account in the longer term.

Sgt Wilson is the new Community Liaison Officer for T-in-the-Park. You can ask her about the arrangements for this year’s T-in-the-Park; such as road closures, emergency procedures and other questions you may have.

The meeting is planned for Tuesday 1st of June, in Fossoway Primary School, at 7pm- prior to the Community Council Meeting, which will start at 7.30.

A Public Information Meeting will be held at Loch Leven Community Campus from 2-8pm on 27 May 2010 to explain the Tayplan Main Issues Report.

The report presents options for the big changes that will shape our region over the next 20 years.

The meeting included discussions on TAYPLAN which is the mechanism through which Perth & Kinross Council Development Planning is being taken forward. The public are being consulted on where and what type of development should be given the go-ahead in this part of Scotland. Further details can be obtained from the TAYPLAN website.

Other items included the fate of Blairingone War Memorial, Kinross Campus Partnership and an update from Tracks (Paths for All) on the paths currently being built in Fossoway.

Would you like to have a say in how Powmill grows in the future?

If your answer is yes then you need to let Perth & Kinross Council know how you feel.

In light of the large proposal currently on the table for 315 New Houses in Powmill, Fossoway Community Council feel it is important to get the views of local residents on this issue.

Volunteers are visiting each household in Powmill with a very short questionnaire to find out how locals would like to see the village developed. Residents will be asked to tick one of 4 boxes to indicate their preference. The options are:

• No further development
• The Fossoway Community Strategy Group recommendation
• Let the developers choose
• Your own ideas (put outline on a map which accompanies the questionnaire)

There is also a space for additional comments if you wish.

The questionnaires will be collected from each household or may be handed in at the local shop in Powmill.

Now that winter is over, you might be noticing the effect that the subzero temperatures have had on Fossoway's roads, and it isn't pretty. The cyclists among us will be acutely aware of this as they run the gauntlet of potholes peppering Fossoway's highways and byways. I nearly came a cropper myself the other day on the A977 outside the Institute in Crook of Devon.

What can be done to get such problems repaired promptly? Well we could just hope that someone from the Council happens to notice that our dear old road is in need of a bit of attention; but that might take a while. A better option would be to report it, but who do we tell? Which council department is responsible for our particular issue? Is it better to phone or to write in? Well, I'm able to tell you about a really great on-line service that takes all the hassle out of reporting this sort of thing – and it really works too.

Just surf over to FixMyStreet.com and follow the instructions. You'll need to enter a postcode (or street name and area), locate the problem on a map, enter a few details and FixMyStreet will handle the rest. You might be wondering what the catch is, or thinking it's too good to be true, but I can tell you that this service works well – really well.

It's not just for potholes either, I used it to report some graffiti on the 30mph signs on Naemoor Road in Crook of Devon and was amazed to find that just 3 days later the signs had been scrubbed and polished and looked as good as new.

So next time you notice a hole in the road in Fossoway, a broken paving slab or a flickering street light, just head over to FixMyStreet and get it sorted.

Councillors Barnacle and Robertson have raised concerns over the Scottish Government's forecast of 16% growth in population for Perth & Kinross over the next 20 years. Speaking during a debate on the Tayplan main issues, Councillor Barnacle described the 16% growth figure as "neither desirable nor sustainable". The meeting also discussed the findings of a report produced by the Dundee, Perth, Angus and North Fife Strategic Development Planning Authority, which stated that development driven by population growth would impact on the environment. The report also cautioned that over-development of rural settlements could undermine landscape quality and the traditional character of settlements.

Please Attend these Meetings to Discuss Future Housing Sites in Fossoway

A series of crucial meetings has been organised to decide where the residents of Crook of Devon, Drum, Powmill, Rumbling Bridge, Blairingone and Carnbo want new houses to be built over the next 14 years to 2024.

The government has indicated that it wants this part of Kinross-shire to be the fastest growing area in Scotland, and Perth & Kinross Council has recently revised its assessment of the number of new houses that need to be built during the period to 2020. Perth & Kinross Council has now issued guidance stating that 855 additional houses are required in the Kinross Planning Area, which includes Fossoway. This figure will increase slightly when the new Strategic Development Plan (TAYPLAN) is published and the newly released (increased) population estimates are taken into account.

Based on residents' responses to questionnaires, opinions expressed at previous public meetings, and in response to a recommendation from the Local Plan Inquiry Reporter, the Fossoway Community Strategy Group has produced maps of the settlements of Fossoway that indicate areas where development should and should not be allowed.

The development sector has submitted 28 potential construction sites to Perth & Kinross Council within Fossoway. These sites will be appraised by the council for the Main Issues Report in preparation for the new Development Plan, which will specify those areas zoned for new development. One such submission is the Thomson Homes proposal for 315 New Houses in Powmill on 2 of these sites.

The Fossoway Community Strategy Group has met to discuss the submissions from the development sector and there is now an urgent need to consult residents and find out the views of the wider community. There will therefore be 4 evening public meetings in Fossoway during March where this consultation will take place.

We have a very attractive rural area which we all enjoy, and we must ensure that any development framework preserves and hopefully enhances what we have for future generations. At this time, it is imperative that the community take ownership of this development strategy that we have been working on since 2005 and do not allow the development sector to subvert it.

The following meetings will take place at 7.30pm. Please attend if possible and share your views. Please also remind others to attend these meetings - they are important.

Work has now begun on the construction of a new footpath in Crook of Devon from Naemoor Road to the Back Crook, which will complete the Fossoway School Millenium Walk around Crook of Devon, Drum and Rumbling Bridge. The new path will include a bridge over the River Devon between the Scout Camp and the existing footpath behind Moubray. The Fossoway School Millenium Walk is a 6.5 mile circuit and this last section of footpath completes the loop. Well done to WALC for making this happen - this is really exciting news!

A great place to find out about your local MP is TheyWorkForYou.com, which will tell you who your MP is, what he or she has said in Parliament, how they have voted on different issues and much, much more. You can even ask to be emailed whenever an MP speaks in Parliament or a particular topic is mentioned. It's well worth a look.

In just a few short clicks I quickly discovered that Gordon Banks is my local MP for Ochil & Perthshire South and that he voted very strongly for the introduction of the smoking ban, introducing ID cards and Labour's anti-terrorism laws. He voted very strongly against an investigation into the Iraq war and moderately against laws to stop climate change. He has a majority of 688 votes.

Another useful site is TheStraightChoice.com, where you can upload photos of election leaflets that come through your door and view leaflets uploaded by others. It's very easy to use and lets you see how the different parties vary their message across different areas. It also lets you find out about the candidates if you were not lucky enough to receive one of their campaign leaflets.

Residents’ green lidded general waste bins will be collected on the next scheduled collection dates for both green lidded and blue lidded bins. Householders should refer to their relevant collection calendars. Green lidded general waste bins will be collected where it is safe for the vehicle to access the road and it is possible to uplift the bins.

Perth & Kinross Council is making these temporary changes to its kerbside waste and recycling services from Wednesday 6 January 2010 to improve the overall collection service during the adverse weather.

The cow toll is a nice idea but, as it would have to be an honesty box system, I'm not sure it is really enforceable. I just don't think cows are honest enough for that to work. Sheep on the other hand, now that could be worth looking into…

WALC Fundraising idea: as usual this is enlightened self-interest! How about a guided 'wildlife walk'? I attended a bird dawn chorus walk at Dunblane's Holmehill in May. This was a 5AM start which was quite harsh but the best time to see and hear things before human activity starts up. I don't think it has to be quite so early around here but preferably pre-dog-walkers as they pretty much scare everything away (the dogs, not the walkers!)

Is there anyone out there who would kindly offer their local knowledge and expertise to lead a group maybe along the river, gorge and back through Lendrick Muir woods, identifying sights, sounds, other 'edvidence' and/or gems of local knowledge? Would anyone else be interested to participate and share knowledge or learn? I can manage a few birds (basically anything that appears in the book as "common") but there is so much other stuff I want to know about. For, say, £5 on the day folk could sign up via this website?

How about a 'cow-toll' on the new bridge? The cows seem quite fond of crossing the river when it's low… Maybe not.

It is hoped that construction work will start in 2010 on a new footbridge over the River Devon and a new path to the Back Crook. This will complete the 6.5 mile circular walk round Crook of Devon, Drum and Rumbling Bridge. WALC has spent the last seven years negotiating with landowners and, with the generous help of the Community, fundraising to make the Fossoway School Millennium Walk a reality. We are almost there. Most of the money has been raised but we still need some more so if you have any fundraising ideas please contact Bronwen Wheatley on 01577 840212.

A special meeting of Fossoway Community Council took place on Monday 16 November 2009 to discuss the proposal by Thomson Homes to build 315 new houses in Powmill. The meeting took place at 7.30pm on Monday 16th November in Moubray Hall, Powmill. It was very well attended (standing room only) and Thomson Homes representatives gave details of their proposals. Councillor Barnacle pointed out that the proposal would use up all of the housing allocation (the number of houses needing to be built) for the Kinross Landward Area up to 2020. Thomson Homes said that they would provide new facilities (a new school, new pub and traffic calming measures), but only if they were allowed to build a sufficient number of houses to fund this. Most of the local residents who spoke from the floor indicated their opposition to a developmet of the size proposed and some pointed out that there had been a lot of new houses built in the area already (e.g. Dollar Beg) with 1200 more proposed just down the road at Forest Mill.

I just wanted to say thanks for getting this information out there. The PKC website has so much info on it that it's hard to see the wood for the trees sometimes. A Fossoway-specific site is a really useful reference for all of us suffering from information overload!

WALC (Walk Around the Lovely Crook) promotes local footpaths and helped make the Millenium Walk along the River at Crook of Devon a reality. WALC also does a lot of work to promote the Core Paths Network, which will provide safer routes to school for our younger residents as well as scenic walks for us all to enjoy.

So if you want to sample some delicious puddings and help a good cause into the bargain, get yourself along to The Institute in Crook of Devon on the last Saturday of November.

Tickets cost £5 per adult and £2.50 per child and are available from the village shop in Crook of Devon or from WALC.

The areas identified are acceptable only in terms of landscape capacity for development and there remains much work to be done on local infrastructure matters. Maps showing the areas that are suitable for development in terms of landscape capacity have been published and can be viewed on the Strategy Group page.

The questionnaire was delivered to 570 househoulds and 115 responses were received. This equates to a 20% response rate, which is very good for consultations of this type.

Perth & Kinross Council are planning to build an additional 12,000 houses between now and 2020, of which 460 are earmarked for the Kinross Area. This became official when the Structure Plan Alteration, which sought a significant increase in the number of new houses to be built, was approved by the Council meeting of 24 June 2009.

The alteration was to be submitted to Scottish Ministers for final sign off towards the end of July, following which members of the public would have the opportunity to send any objections to Scottish Ministers. The sign off process has not yet been completed.

A new single Local Development Plan is currently being prepared for Perth & Kinross, which will eventually replace all existing Local Plans within the PKC area. This Local Development Plan will decide where to build the additional houses required by the revised Structure Plan.

PKC has prepared a Development Plan Scheme, which sets out the programme for finalising the Local Development Plan.

Sites in Fossoway have been proposed for housing during the life of the new development plan, including the Monarch Deer Park on Naemoor Road that was recently the subject of a refused planning application for 80 new houses and subsequent unsuccessful appeal by G S Brown Construction.
