						 <p>Don't miss your opportunity to have your say on the big changes that will shape the next 20 years of our lives. The <a href="http://www.tayplan-sdpa.gov.uk/consultations" >TAYPLAN Main Issues Report Consultation</a> closes on 2 July 2010. The TAYPLAN Main Issues Report presents options for the preferred scale of growth and where development should and should not be. 						 <p>Crook of Devon was the venue for the Fossoway &amp; District Community Council meeting on 1 June 2010. The <a href="http://www.fossoway.org/local--files/dcc:papers/201006-fossoway-community-council-june-minutes.doc" >minutes</a> are now available for you to read.</p> <p>The results of the <a href="http://www.fossoway.org/forum/t-247065/powmill-development-questionnaire-results-announced-by-fossoway-community-council#post-805077">Powmill Questionnaire</a> were discussed and Ken Thomson of Thomson Homes updated the meeting about his company's further plans for the <a href="http://www.fossoway.org/forum/t-194511/315-new-houses-proposed-for-powmill" >proposed development in Powmill</a> of 300 houses, industrial units, a care home and a new school. Concerns were raised that the development would be too much for Powmill to bear. He was asked to take into account the results of the recent Questionnaire. There would be Community Consultation during the first weekend of September for residents to comment.</p> <p>Sgt. Williams attended the first part of the meeting to discuss arrangements for <a href="http://www.tinthepark.com/content/" >T in the Park</a>. Arrangements for policing and traffic management will be the same as last year.</p> <p>The minutes also state that concerns were raised over the possible approval of The Moss site in Crook of Devon being used for travellers. Although the site had been cleared, there was at present no planning application for this site. Members of the audience expressed their worries, and there was considerable debate on the subject. The C.C. said they would keep an eye on it, and write to the council. The public are being consulted on where and what type of development should be given the go-ahead in this part of Scotland. Residents will be asked to tick one of 4 boxes to indicate their preference. 						 <div class="image-container floatleft"><img src="http://www.fossoway.org/local--files/forum:new-thread/bike-wheel.png" alt="bike-wheel.png" class="image" /></div> <p>Eleven bike riders are cycling from Lands End to John O'Groats for the Help for Heroes charity and stopping overnight at Tullibole Castle, Crook of Devon on 2nd June.</p> <p>Kinross Help for Heroes has kindly offered to hold a welcome B B Q and fun event at Tullibole Castle, Crook of Devon.</p> <p>There will be Music, Raffle, Treasure Trail, The Witches Maze. The cyclists among us will be acutely aware of this as they run the gauntlet of potholes peppering Fossoway's highways and byways. I nearly came a cropper myself the other day on the A977 outside the Institute in Crook of Devon.</p> <p>What can be done to get such problems repaired promptly? Well we could just hope that someone from the Council happens to notice that our dear old road is in need of a bit of attention; but that might take a while. A better option would be to report it, but who do we tell? Which council department is responsible for our particular issue? Is it better to phone or to write in? Well, I'm able to tell you about a really great on-line service that takes all the hassle out of reporting this sort of thing – and it really works too.</p> <p>Just surf over to <a href="http://www.fixmystreet.com/" >FixMyStreet.com</a> and follow the instructions. You'll need to enter a postcode (or street name and area), locate the problem on a map, enter a few details and <a href="http://www.fixmystreet.com/" >FixMyStreet</a> will handle the rest. Speaking during a debate on the <a href="http://www.fossoway.org/strategy:planning#Future-Planning-Proc">Tayplan</a> main issues, Councillor Barnacle described the 16% growth figure as "neither desirable nor sustainable". The meeting also discussed the findings of a report produced by the Dundee, Perth, Angus and North Fife Strategic Development Planning Authority, which stated that development driven by population growth would impact on the environment. 						 <p>A quick update on the outcome of the public meeting on 22 February to discuss traffic mitigation on the A977 - the puffin crossing outside The Institute in Crook of Devon got the go-ahead, as did an additional puffin crossing in Drum. All the other proposals on the list in the <a href="http://www.fossoway.org/local--files/forum:thread/A977_traffic_mitigation_proposals.doc">A977 Traffic Mitigation Proposals report</a> (see p10) were given the go-ahead apart from the footpaths at Crook of Devon and Powmill, which would have cost £77k and £22k respectively. Not proceeding with the footpaths saved sufficient money for these crossings as well as a bus shelter at Balado. 						 <h1><span>Calling All Fossoway Residents!</span></h1> <h2><span>Please Attend these Meetings to Discuss Future Housing Sites in Fossoway</span></h2> <p>A series of crucial meetings has been organised to decide where the residents of Crook of Devon, Drum, Powmill, Rumbling Bridge, Blairingone and Carnbo want new houses to be built over the next 14 years to 2024.</p> <p>The government has indicated that it wants this part of Kinross-shire to be the fastest growing area in Scotland, and Perth &amp; Kinross Council has recently revised its assessment of the number of new houses that need to be built during the period to 2020. Perth &amp; Kinross Council has now issued guidance stating that 855 additional houses are required in the Kinross Planning Area, which includes Fossoway. This figure will increase slightly when the new Strategic Development Plan <a href="http://www.fossoway.org/strategy:planning#Future-Planning-Proc">(TAYPLAN)</a> is published and the newly released (increased) population estimates are taken into account.</p> <p>Based on residents' responses to questionnaires, opinions expressed at previous public meetings, and in response to a recommendation from the Local Plan Inquiry Reporter, the <a href="http://www.fossoway.org/strategy-group">Fossoway Community Strategy Group</a> has produced maps of the settlements of Fossoway that indicate areas where development should and should not be allowed.</p> <p>The development sector has submitted <a href="http://www.pkc.gov.uk/Planning+and+the+environment/Planning/Development+plan/Development+plan+-+new/Local+development+plan+-+preparation+of+the+main+issues+report/Representations+-+Kinross+area.htm" >28 potential construction sites</a> to Perth &amp; Kinross Council within Fossoway. These sites will be appraised by the council for the <a href="http://www.fossoway.org/strategy:planning#Future-Planning-Proc">Main Issues Report</a> in preparation for the new Development Plan, which will specify those areas zoned for new development. One such submission is the <a href="http://www.fossoway.org/forum/t-194511/315-new-houses-proposed-for-powmill#post-626775">Thomson Homes proposal for 315 New Houses in Powmill</a> on 2 of these sites.</p> <p>The <a href="http://www.fossoway.org/strategy-group">Fossoway Community Strategy Group</a> has met to discuss the submissions from the development sector and there is now an urgent need to consult residents and find out the views of the wider community. There will therefore be 4 evening public meetings in Fossoway during March where this consultation will take place.</p> <p>We have a very attractive rural area which we all enjoy, and we must ensure that any development framework preserves and hopefully enhances what we have for future generations. <strong>At this time, it is imperative that the community take ownership of this development strategy that we have been working on since 2005 and do not allow the development sector to subvert it.</strong></p> <p>The following meetings will take place at 7.30pm. The new path will include a bridge over the River Devon between the Scout Camp and the existing footpath behind Moubray. The Fossoway School Millenium Walk is a 6.5 mile circuit and this last section of footpath completes the loop. I was through there last weekend and managed to miss it entirely. 						 <p>The possibility of a new pedestrian crossing over the A977, with traffic lights, between Fossoway Primary School and the Crook of Devon Institute was mentioned at a recent Fossoway Community Council meeting. Fingers crossed that Perth &amp; Kinross Council will fund this. Parking for parents dropping off and collecting their children from school is provided at the Institute car park, which means that children either have to cross the busy A977 at a particularly dangerous section of the road (on a bend that lorries come tearing round) or face a lengthy detour to the crossing outside the Inn. 						 <p>Now that the election campaigning has begun, it seems like a good time to let you know about a couple of websites that can help you cut through the rhetoric and spin and provide you with the facts you need to make up your mind which way to vote.</p> <p>A great place to find out about your local MP is <a href="http://www.theyworkforyou.com/mp/gordon_banks/ochil_and_perthshire_south" >TheyWorkForYou.com</a>, which will tell you who your MP is, what he or she has said in Parliament, how they have voted on different issues and much, much more. You can even ask to be emailed whenever an MP speaks in Parliament or a particular topic is mentioned. It's well worth a look.</p> <p>In just a few short clicks I quickly discovered that <strong>Gordon Banks</strong> is my local <strong>MP for Ochil &amp; Perthshire South</strong> and that he voted <strong>very strongly for</strong> the introduction of the <strong>smoking ban</strong>, introducing <strong>ID cards</strong> and Labour's <strong>anti-terrorism laws</strong>. He voted <strong>very strongly against</strong> an <strong>investigation</strong> into the Iraq war and <strong>moderately against</strong> laws to <strong>stop climate change</strong>. He has a majority of 688 votes.</p> <p>Another useful site is <a href="http://thestraightchoice.com/" >TheStraightChoice.com</a>, where you can upload photos of election leaflets that come through your door and view leaflets uploaded by others. It's very easy to use and lets you see how the different parties vary their message across different areas. 						 <h2><span>There will be no collection of bins with BLUE or BROWN lids until at least Friday 22 January.</span></h2> <p>Residents’ <strong>green lidded general waste bins will be collected on the next scheduled collection dates for <span style="text-decoration: underline;">both</span> green lidded and blue lidded bins</strong>. Householders should refer to their relevant collection calendars. 						 <p>The guided wildlife walk around Crook of Devon is a great idea. 5am is a bit early for me but sounds like it would be worth the effort. I'm no expert myself so I would be along to learn rather than inform. Maybe others could suggest knowledgeable guides or volunteer themselves?</p> <p>The cow toll is a nice idea but, as it would have to be an honesty box system, I'm not sure it is really enforceable. I just don't think cows are honest enough for that to work. 						 <p>Thanks for confirming the location for the new bridge.</p> <p>WALC Fundraising idea: as usual this is enlightened self-interest! How about a guided 'wildlife walk'? I attended a bird dawn chorus walk at Dunblane's Holmehill in May. This was a 5AM start which was quite harsh but the best time to see and hear things before human activity starts up. I don't think it has to be quite so early around here but preferably pre-dog-walkers as they pretty much scare everything away (the dogs, not the walkers!)</p> <p>Is there anyone out there who would kindly offer their local knowledge and expertise to lead a group maybe along the river, gorge and back through Lendrick Muir woods, identifying sights, sounds, other 'edvidence' and/or gems of local knowledge? Would anyone else be interested to participate and share knowledge or learn? I can manage a few birds (basically anything that appears in the book as "common") but there is so much other stuff I want to know about. For, say, £5 on the day folk could sign up via this website?</p> <p>How about a 'cow-toll' on the new bridge? They really have put in a lot of hard work to make this happen.</p> <p>Thanks for your post, the website is still new so it's great to get some activity on the forum already. I'm hoping more people will leave their thoughts and questions as the site gets more visitors (numbers of visitors have really started to pick up since we began publicising the site properly).</p> <p>Apologies for the image quality of the map - I'll try to improve on this and will ask WALC whether they have any extra info/pictures. This will complete the 6.5 mile circular walk round Crook of Devon, Drum and Rumbling Bridge. WALC has spent the last seven years negotiating with landowners and, with the generous help of the Community, fundraising to make the Fossoway School Millennium Walk a reality. We are almost there. The full list of proposals that have been submitted to Perth &amp; Kinross Council for consideration under the New Local Development Plan is available to view on <a href="http://www.pkc.gov.uk/Planning+and+the+environment/Planning/Development+plan/Development+plan+-+new/Local+development+plan+-+preparation+of+the+main+issues+report/Representations+-+Kinross+area.htm" >Perth &amp; Kinross Council's website.</a></p> <p>The meeting took place at 7.30pm on Monday 16th November in Moubray Hall, Powmill. It was very well attended (standing room only) and Thomson Homes representatives gave details of their proposals. Councillor Barnacle pointed out that the proposal would use up all of the housing allocation (the number of houses needing to be built) for the Kinross Landward Area up to 2020. Thomson Homes said that they would provide new facilities (a new school, new pub and traffic calming measures), but only if they were allowed to build a sufficient number of houses to fund this. 						 <h2><span>WALC invites you to a Pudding Party on 28 November from 6.30-8.30pm at The Institute in Crook of Devon to raise money for local footpaths.</span></h2> <div class="image-container floatleft"><a href="http://www.fossoway.org/WALC"><img src="http://www.fossoway.org/local--files/forum:new-thread/PudHeaven" alt="PudHeaven" class="image" /></a></div> <p><a href="http://www.fossoway.org/walc">WALC (Walk Around the Lovely Crook)</a> promotes local footpaths and helped make the Millenium Walk along the River at Crook of Devon a reality. 						 <p>Fossoway Community Strategy Group met on 12 August 2009 to appraise the outcome of the consultation undertaken with Fossoway residents. The group carefully considered all the responses to the questionnaire and has now made recommendations that identify areas of land within Fossoway that may be developed without adversely impacting the landscape. Read more about the <a href="http://www.fossoway.org/strategy-group">Strategy Group</a>.</p> <p>The areas identified are acceptable only in terms of landscape capacity for development and there remains much work to be done on local infrastructure matters. Maps showing the areas that are suitable for development in terms of landscape capacity have been published and can be viewed on the <a href="http://www.fossoway.org/strategy-group">Strategy Group</a> page.</p> <p>The questionnaire was delivered to 570 househoulds and 115 responses were received. 						 <h2><span>New Structure Plan - Extra 12,000 Houses to be Built</span></h2> <p>Perth &amp; Kinross Council are planning to build an additional 12,000 houses between now and 2020, of which 460 are earmarked for the Kinross Area. This became official when the Structure Plan Alteration, which sought a significant increase in the number of new houses to be built, was approved by the Council meeting of 24 June 2009.</p> <p>The alteration was to be submitted to Scottish Ministers for final sign off towards the end of July, following which members of the public would have the opportunity to send any objections to Scottish Ministers. 						 <h2><span><strong>New Development Plan</strong> - Extra Houses Planned for Fossoway</span></h2> <p>A new single Local Development Plan is currently being prepared for Perth &amp; Kinross, which will eventually replace all existing Local Plans within the PKC area.
